  7. Who Done It? • Mostly community based .. • Not much gov’t funding & support • No World Bank, no IMF funding • Mostly self-finance

  8. Basic Strategies .. • Consumer  Producer • Supply driven  Demand driven • Operator Based  Community Based • Rely heavily on People’s Power. • Informal Education Process is KEY
