What is Horizon 2020? • Commission proposal for a 80 billion euro research and innovation funding programme (2014-2020) • A core part of Europe 2020, Innovation Union & European Research Area: • - Responding to the economic crisis to invest in future jobs and growth • - Addressing people’s concerns about their livelihoods, safety and environment • - Strengthening the EU’s global position in research, innovation and technology

Horizon 2020 Societal Challenges • Health, Demographic Change and Wellbeing • Food Security, Sustainable Agriculture and Forestry Marine, Maritime and Inland Water Research and the Bioeconomy • Secure, Clean and Efficient Energy • Smart, Green and Integrated Trasport • Climate Action, Environment, Resource Effciency and Raw Materials • Europe in a changing worl- Inclusive, Innovative and reflective societies • Secure societies-Protecting freedom and security of Europe and its citizens

Priority 3 Societal challenges • Why: • EU policy objectives (climate, environment, energy, transport etc) cannot be achieved without innovation • Breakthrough solutions come from multi-disciplinary collaborations, including social sciences & humanities • Promising solutions need to be tested, demonstrated and scaled up *Additional €1 050m for nuclear safety and security from the Euratom Treaty activities (2014-18). Does not include ITER.

  6. HEALTH, DEMOGRAPHIC CHANGE AND WELL-BEINGMain Specific Challenges • 1. Prevention • Better understanding and management of the relationship between environment, behaviour, nutrition, genetics and their contribution to health and disease. • Facilitating active and healthy ageing, and theprevention, delay and attenuation of diseaseand disability with tools and services including those supporting self care.

Combating and curing disease • Better understanding the mechanisms of disease and redefining their taxonomies • Better understanding of the normal processes of human growth and development • Promoting conditions favouring drug discovery anddevelopment (through public private partnerships) • The development and validation of innovative therapies,medical technologies, and vaccines and diagnostics

Increasing the sustainability and efficiency of the health and social care sector • Research in health systems, investment in capacitybuilding, exchange of information between nationalsystems, technology and quality assessments,investigation of health interventions, the socioeconomicimpacts of health and disease. • Assistive and independent living solutions, ethics, serviceinnovation, and societal uptake of innovation. • Enhancing preparedness for emerging epidemics andotheremerginghealththreats.

Overarching features • Provision for the long-term study of well characterised, largepopulations; data collection and processing. • Development of and support for both biological and datainfastructures (bio-banks, cohorts, animal models, etc.) and for other medical research facilities and infrastructures. • Support for the development of tools and technologies including –omics, high throughput research, systems biology and imaging, and for research using these.

  10. Overarching features • Support for regulatory sciences (drug safety, clinical trials,cell & gene therapies, specialist manufacturing, etc.) • Support for converting knowledge into innovation, for theimprovement of clinical practice and the development ofmarketableproducts and services.

Partnering • Public-Private Partnerships (PPPs): • Through Joint Technology Initiatives or other formal structures (§ 187.) • Via contractual arrangements, which provide inputs for workprogrammes • Only when criteria met, e.g. clear commitments from private partners • Public-Public Partnerships (P2Ps): • Through “ERA-Nets” for topping up individual calls/ actions (replacing current ERA-Net, ERA-Net Plus, Inco-Net, Inno-net) • Through participation in joint programs between Member States (§ 185.) • Supporting agendas of Joint Programming Initiatives when in line with Horizon 2020 • Only when criteria met, e.g. financial commitments of participating countries • European Innovation Partnerships • Not funding instruments, but for coordination with broader policies and programmes
