  2. What is Mitigation? Mitigation is the effort to reduce loss of life and property by lessening the impact of disasters. Mitigation efforts provide value to the American people by: • creating safer communities by reducing loss of life and property, • enabling individuals to recover more rapidly from flood and other disasters, and • lessening the financial impact on the Treasury, States, Tribes, and communities. from www.fema.gov

  6. What is HMGP? The Hazard Mitigation Grant Program is a post-disaster grant program that is: • 15% of total estimated federal disaster assistance (PA and IA) • 75% federal funding and 25% non-federal funding (can be met with in-kind services) • driven by State and Local Mitigation Plans • used towards mitigation projects, 7% planning initiative and 5% initiative projects

  8. Types of Eligible Projects

Minimum Project Criteria *All 5 must be met* Per 44 CFR § 206.434(c) • Conforms with State and Local Mitigation Plans • Provides beneficial impact upon the designated disaster area • Conforms with environmental laws and regulations (Floodplain Management and NEPA) • Solves a problem independently or constitutes a functional portion of the solution (no studies) • Is cost-effective and reduces the risk of future damages

AEMA’s HMGP Process • Presidential Disaster Declaration • HMGP Briefings • Submission of Letters of Intent to AEMA • Submission of Full Applications to AEMA • AEMA Review for Planning and Project Eligibility and Completeness • AEMA submits full and complete application to FEMA • If award is granted, grant implementation process begins in accordance with approved period of performance
