  7. Intermediate (Annual) Report • Quotes from the ‘Guide for Beneficiaries – Asia Pro Eco’ “Reporting is a contractual obligation closely related to the processing of payment requests. Payments are only made after the European Commission (EC) has approved the report presented with the payment request.” “Note that for all payments the contract foresees a 60-day delay between the request for payment and the release of funds by the EC...” “An annual audit has to be conducted for every 12-month period of implementation after the start of the operation. Annual audit report must be presented at the same time as intermediate report.” TIPOT – project management

Intermediate (Annual) Report • Budget amendment request submitted to EC January 2005 – no objections from EC • Intermediate report – due date 7th April 2005 • Actual submission date: 24th May 2005 • Annex 1 (Action plan for Y2) • Annex 3 (Technical report for Y1) • Annex 5 (financial report), audit report & request for payment not yet submitted TIPOT – project management

Year 1 Audit • Audit of project has been delayed due to slow delivery of audit certificates from Partners • QUB is ready to initiate audit – will do so as soon as receive CML audit certificate • NML – sent QUB signed CA mid-May, therefore should have received funds by beginning of June • However, NML advance payment withheld by QUB financial controller until final audit certificate (CML) is received TIPOT – project management

Final Report • Project extension (3 months) has been granted – new end date July 2006 • The final report should be submitted within 6 months of the end of project implementation (July 2006 plus 6 months = January 2007) • The final report has a technical and a financial section, and must cover the WHOLE PROJECT DURATION • Final request for payment will be submitted with final report TIPOT – project management

Project Manager Request • Request that each Partner sends a summary of project expenditure to Bhaskar and Patricia (to coincide with submission of quarterly reports) • Details of human resources, travel & per diem expenses, consumables, equipment, etc expenditure • Therefore, next summary due 7th October 2006 – to cover period from 7th April • This will help us to process the final financial report – and also ensure that funds are spent within the project timeframe TIPOT – project management

  12. Management summary • The second EC payment will be released approx 60 days after EC approval of intermediate report (technical & financial sections assessed separately) and audit report • Audit will proceed as soon as we receive final audit certificate • Quarterly reports should now be accompanied by financial summary • Deliverable reports - please refer to schedule (details on website – Partner’s area) TIPOT – project management
