Philippine Institute of Civil Engineers (PICE) • PICE has 96 chapters nationwide. • Forged a Memorandum of Agreement with the Association of Structural Engineers of the Philippines, Inc. and the NDCC to formalize the partnership in providing services to the public during times of emergencies and helping them mitigate and prepare for disasters.   7. Association of Structural Engineers of the Philippines, Inc. (ASEP) • ASEP is a professional society affiliated with the PICE, comprising civil engineers who specialize in structural engineering. • In 1996, ASEP was the initiator of a volunteer-inspector program for structural emergencies. Disaster Quick Response Program (DQRP) • DQRP underscores the role of civil engineers in responding to natural or technological disasters • Assess damage • Identify residual hazards • Advise on rescue efforts inside damaged structures or facilities • As of May 2005, 194 volunteer evaluator have current identification cards jointly issued by OCD-NDCC, PICE and ASEP. Disaster Quick Response Program (DQRP) • 146 newly trained volunteers are in the process of receiving similar official awards. • Emphasis is on post-earthquake response, as quick-onset, regional earthquake disasters are recognized to possibly create a shortage of government engineers available to respond. • DQRP intends to continue the training and enlistment of new volunteers, as well as the re-training of current volunteers. Disaster Mitigation and Preparedness Strategies (DMAPS) • PICE expanded their view on disaster management. • PICE participates not only in response efforts but in planning for mitigation and preparedness measures as well. • In 2004, DMAPS was developed and redefined in 2005. • Five main strategies • Disaster Maps • Hazard Maps • Vulnerability Maps • Disaster Risk Management Frameworks • Forums Safe Cities Module 2: Philippines Application
