PROGRAM FOR BIOSAFETY SYSTEMS (PBS) • USAID-funded • IFPRI-managed • IFPRI- one of the 15 CGIAR centres • CGIAR mission –is to achieve sustainable food security and reduce poverty in developing countries through scientific research and research-related activities in the fields of agriculture, forestry, fisheries, policy, and environment.

  4. PBS scope of activities • National, regional, global activities • Regional geographic focus in Africa and Asia • PBS Mission- Implement FUNCTIONAL and EFFICIENT regulatory systems by providing an INTEGRATED program of research, capacity building and outreach

  5. PBS strategic areas • Provides assistance in the development and implementation of functional biosafety policies, laws and regulations • Policy analysis and evidence-based policy advice on emerging issues related to biotechnology and biosafety

  6. Strengthens capacity for science-based risk assessment and decision-making at each stage of product development and use

  8. GLOBAL AND REGIONAL INTERVENTIONS • GLOBAL • Technical resource at COP/MOP meetings of the Cartagena Protocol • Extensive policy work on trade implications, liability and redress and socio-economic considerations etc • COMESA • Development of regional biosafety policies and guidelines

PBS in Kenya 2007-2010 Under a collaborative agreement with NCST and ISAAA • Contributed towards passage of the Biosafety Bill in 2008 in collaboration with other partner institutions- strategic policy outreach and communication activities. • Provided technical assistance in the drafting, analyzing and reviewing the Biosafety Act’s implementing regulations. • Facilitated creation of biosafety web pages for regulatory agencies. • Supported the drafting of the coordination framework for regulatory agencies.

  10. PBS in Kenya 2007-2010 • ISAAA led- four demand-driven training courses on communicating biosafety issues were held and a total of 78 participants trained. Beneficiaries- regulators, NBC members and senior officers in the MoAand Public Health and Sanitation. • Lawyers training course on legal issues surrounding national biosafety systems • Supported implementation of BioAWARE under MoA. The nature of support includes development of policy outreach and communication materials. • Supported KEPHIS in the development of SOPs and crop biology documents

Strengthening the decision making capacity of the NBA and regulatory agencies in reviewing applications- for environmental release and placement on the market of GM commodities • Supporting the development of biosafety implementing regulations • Development of institutional guidelines and manuals • Capacity building in planned commercial releases- preparedness for release of products such as Bt cotton. • Fact-finding visits and training sessions in other countries

Capacity development in post-market monitoring and inspections Aim is to ensure that decisions by the NBA and regulatory agencies are properly enforced and monitored. • Development of a manual for monitoring general releases of GMOs 3. Support biosafety communication skills development, information sharing and awareness creation • Communication training for the NBA board, secretariat and regulatory agencies on science communication principles and approaches • Stakeholder engagement and outreach platforms supported- OFAB and BioAware
