  1. QMWG Update to WMS S. Looney January 8, 2014

  2. NPRR’s Assigned to QMWG • NPRR589, Ancillary Service Offers in the Supplemental Ancillary Services Market • Discussed other Protocol Sections which need revision and submitted comments to Market Rules • Concerns with how Reconfiguration SASM is settled. Does WMS want us to add that change to the NPRR?

  3. NPRR’s Assigned to QMWG • NPRR574, Removal of Offer Curve Flexibility for DAM-Committed Resources • Bullet points were presented which set quantitative guard rails around the maximum increases to EOCs in Real Time • The group agreed that we could not make a recommendation without Protocol language to review • No recommendation from QMWG at this time

  4. NPRRs Assigned to QMWG • NPRR576, Changing Non-Spin Service to an Off-Line Service • This NPRR was written for implementation with NPRR568, Real Time Reserve Price Adder • Issue arises due to elimination of floors • Market participants want to preserve the option of moving Non-Spin to Online Resources • Consider leaving NS un-deployed, remove the standing deployment and handle the HASL price reversal issues elsewhere • Need to consider the HASL issue with ORDC holistically

  5. General Update • RUC Buy-back considerations • Should ERCOT set a proxy offer curve for RUC-committed Resources when the QSE does not have time to change the EOC? • Issues with how to buy back RUC commitments when the Adjustment Period is closed or RUC hours are extended. Is change needed to allow QSE to Buy Back the RUC commitment for the first hour in this instance? • If additional MW are available from a configuration of a CC, can they be priced separately if Opted Out of the RUC?

  6. General Update • Concerns with Commissioning Check List and Interconnection Handbook – ERCOT is doing internal approval of revisions and will bring to meeting on February 4. • GREDP Report – Significant increase in passing rate for WGRs • NDCRC Upgrade – Revisions to input screens for reactive testing scheduled for April release • Leadership – No volunteers, no change.
