  2. Training Overview At the close of this training you will be able to answer the following questions: • What is 508 and what is the WCD/508 Program? • How do I read and understand the WCD/508 Leaderboard reports? • What resources are available to me?

  3. What is the WCD/508 Program? • What is Section 508? Section 508 refers to a statutory section in the Rehabilitation Act of 1973. Congress significantly strengthened section 508 in the Workforce Investment Act of 1998. Its primary purpose is to provide access to and use of Federal executive agencies’ electronic and information technology (EIT) by individuals with disabilities. This means all websites, multimedia and online documents must be “508 compliant.” • The WCD/508 Program is housed within the OS/ASPA Web Communications and New Media Division. • The goals of the program are to assist HHS OPDIVs and STAFFDIVs in: • Testing websites for 508 compliance • Providing guidance on how to remediate 508 issues within existing websites • Empowering OPDIVs with the knowledge and resources to ensure future websites meet 508 compliance standards

  4. What is the WCD/508 Program? • What software are we using? The program utilizes software called the Accenture Digital Diagnostics Engine (ADDE) – often referred to as, “The Accenture/Maxamine Tool.” • What does The Accenture/Maxamine Tool do? Every month, a “spider” scans your websites. The “spider” flags web content that may not meet 508 standards.The flags are pulled into a series of reports, called The OPDIV Leader Boards.Each OPDIV receives a Leader Board report at the end of each month. The OPDIV Leader Board provides average scores for overall website compliance as well as links that allow participants to drill-down and view Scorecardsfor each website that was scanned. Scorecards are comprised of a series of reports that provide “pass ratings” based on each 508 Standard (called a checkpoint).

  5. What is the WCD/508 Program? What does The Accenture/Maxamine Tool do? (continued) The Scorecardsalso allow program participants to drill-down and view each webpage that was flagged for a possible 508 issue. Moreover, they identify and explain what was flagged and why. Finally, each OPDIV Leader Board is pulled into an all-encompassing HHS Leader Board that designates an overall score for each OPDIV. Let’s display this graphically. To the right is a screenshot of an HHS Leader Board: The scores are colored Green = greater than 90% compliant Yellow = 60% to 89% compliant Red = less than 59% compliant

  6. What is the WCD/508 Program? How do I read and understand the Leader Boards? • The OPDIV’s role is to use the information in the Scorecards to resolve the 508 issues in the web content on each webpage. • This issue resolution is called, Issue Management. • Issue Management will be conducted by “technical” staff within your OPDIV and is covered in Accenture/508 Comprehensive Training. • At the executive level, it is important for you to understand How to Read the Leader Boards.   8. What is the WCD/508 Program? • What else do I need to know? The Accenture/Maxamine Tool also provides eachOPDIV with the ability to run its own reports.This is called Ad-Hoc Reporting. Ad Hoc Reporting is covered in the WCD/508 Program Comprehensive Training.

  9. What is the WCD/508 Program? • What else do I need to know? It is important that each OPDIV notify us when there are Site Changes on any of your websites. Examples of site changes include: Website redirects Template changes Site reorganization - renaming or changing directories New blogs or widgets New sections that are password protected and require a username/password for access If you do not notify us of Site Changes, the scan spider can essentially become “lost.” --- This is what we mean when we say, “Site changes can break your scan.” OPDIV program participants should notify us of site changes by contacting ScanSupport@hhs.gov
