Care Quality Commission: Essential Standards of Safety and Quality Outcome 14: • The learning and development needs of staff are identified based on the needs of people who use services and the skills needed from staff to ensure that the service meets essential standards of quality and safety. • Staff receive the learning and development opportunities they need to carry out their role and keep their skills up to date. • Where learning and development is delivered by a trainer, that person has demonstrated that they are competent to do so and, where an accreditation scheme applies, are accredited to act as a trainer for the course being provided.
