Tasks of the GQA’s (1/3) Source: NI 254-01, paragraph 1.4 • Planning for a quality assurance programme; • identifying activities which necessitate QAR involvement; • selecting the characteristics required for the evaluation of a quality system or process, providing quality surveillance and product verification; • acting as advisor to contractors on problems requiring interpretation of contractual requirements related to quality assurance;

Tasks of the GQA’s (2/3) • ensuring that the contractor's quality assurance system requirements are met; • notifying NAMSA when the problems, including disputes with the contractor over quality assurance, cannot be resolved; • supervising testing, as required, such as acceptance, performance and qualification tests; • providing additional production surveillance assistance, as required, such as: • verifying the accuracy and validity of any production and delivery status information that the contractor may be required to submit to NAMSA;

Tasks of the GQA’s (3/3) • supervising the contractor's production and delivery schedules and advising NAMSA when discrepancies exist or are anticipated; • assisting in corrective actions to prevent recurrence of and to settle discrepancies in materiel or services ordered; • reviewing the contractor's responses to warranty claims, and furnishing advice to NAMSA regarding the responses; • releasing materiel for delivery by signing the MISR or the DD Form 250.

Benefits of using GQA’s services (1/3) GQA are well established and highly specialized entities to serve their national governments to perform the a.m. tasks, i.e. ensure the quality standards as contractually required. By using these services, i.e. by basically outsourcing them, NAMSA and its Customers enjoy the following benefits: 1. Cost effectiveness • Except for the US GQA, QA services are performed free of charge • Consequence: The NAMSA Customers receive important services at no additional administrative costs • GQA services keep the number of discrepancies low, i.e. avoid time and manpower intensive corrections after delivery

  6. Benefits of using GQA’s services (2/3) 2. Reliability GQA's have the know-how and a long historical experience to perform their tasks for each product and each contractor individually 3. Avoidance of duplication of efforts If NAMSA was not in a position to use GQA, the alternatives would require enormous efforts: • NAMSA would have to establish a system requiring an additional organization, additional manpower, and adequate training. • In addition to the already existing GQA organization, a second organization would have to be established performing the same tasks

"Quality" of QA services Due to Namsa buying supplies and services from all NAMSO countries for all NAMSO customers, it would be absolutely impossible to ensure a high level of quality of all QA services if NAMSA could not rely on the expertise of the GQAs in all countries.
