Chino Hills Route Alternative 4CM – Path Forward In order to ensure that Alternative 4CM is moving forward in a timely basis there are several key steps and milestones that must occur on a plan schedule so the project can remain on schedule. The project is schedule to be completed by 3 quarter 2015. Key activities are identified below. • Formal decision by SCE or CPUC • Revised permits • Conceptual/Preliminary design completed • Enough to define the property (ROW) requirements • A property/land swap agreement • Construction

  4. 1. Formal decision by SCE or CPUC A formal and binding decision needs to be made or imposed on SCE to go forward with Evaluating Alternative 4CM further. Formal decision by 01FEB12 to issue a Supplemental EIS/EIR Note: this may require a public vetting process

  5. 2. Revised permits Various permits need to be revised and or modified to satisfied CEQA and NEPA requirements. This may include a supplemental EIS/EIR. Environmental firm needs a change order to take on the new work – START by 01MAR12 Estimated 6-12 months to complete this process – COMPLETE by 30MAR13 Draft Supplemental EIS/EIR COMPLETE by 01JUL12 Final Supplemental EIS/EIR COMPLETE by 31DEC12 Amended Record of Decision GRANTED by 30MAR13

Conceptual/Preliminary design completed Enough design must be completed to define the property requirements that will be needed for Alternative 4CM. • Designer of Record needs a change order to take on the new work – START by 01JAN13 • Estimated 3 months to complete the design effort to define the property requirements – COMPLETE by 30APR13 • Survey • Property research • Design concepts (plans)

A property/land swap agreement A legal agreement to acquire the new property by swapping and or removing existing power lines ; as well as making improvements (thereby avoiding or minimizing legislative constraints) needs to occur. • Estimated 6-9 months to complete the legal effort to define the binding agreements – Start by 01MAY13 • Alta Survey • Title search • Other easements • Attorneys from SCE, CPUC, and the California State Park (CSP) need to complete a legal and binding agreements - COMPLETETE by 30DEC13

  8. 5. Construction Negotiated Change order to construction firm STARTED by 01SEP13 Change order to construction firm ISSUED by 01NOV13 Construction COMPLETED by 01MAR15 Testing and Commissioning COMPLETED by 15OCT15
