The framework In CS: Mainstreaming gender issues comprises: "analyzing women's and men's respective roles and their access to and control over resources, disaggregated baseline information for planning and for monitoring gender specific outputs and outcomes, and bringing up gender-related issues at policy level." In Practice: "SDC Gender Guideline for SCO-Bangladesh and its partners" introduced in 2008 to • Clarify and develop common understanding on gender • Ensure integration of gender perspective in PCM and organization(s) • Ensure roles and reasonability in Gender Equality Mainstreaming (GEM) are clear and followed

What has been done: • GEM reflected in the strategy notes of E&I and LGov thematic domains • Partners GEM measures reviewed and stocktaking exercise on GEM capacity, tools and resources conducted • Knowledge on SDC Gender Policy updated and SDC tools, checklists and policy introduced and applied within SCO-B and Partners • Terms of Reference for SDC and Partners' Gender Focal Point developed, (% of time and resources allocated) • SDC Partners Gender Platform activated with nominated staff for GEM of the partner organizations. The Platform meets regularly and organizes events (CapDev, peer to peer, etc.)

  4. As a Result ● Gender integrated in partner's organizations and projects: gender policy introduced and monitored in annual plans. Gender disaggregated baselines available and gender reflected in annual reports and plans. ● Gender checklists indicated that around 70% of current project/programmes log-frames do reflect GEM ● Around 300,000 girls enrolled from the poorest families in the country and 30,000 completed primary education in 2009. ● Around 1345 graduates are now employed in industries and enterprises resulting in a 350% increase in average income. ● Around 850 rural women employed and their annual family income increased by 120%. ● Around 1,50,000 women trained of which 495 are self or wage employed with an income of BDT. 1500-5,000.

As a Result ● SDC' support in 100 UPs resulted in adoption of Gender Action Plan and in 32 UPs gender sensitive annual and increased allocations for women. ● 446 Village Development Committee (VDCs) implemented gender responsive annual plan which were developed through using a gender analytical tool. ● Women's participation in UP functions and local decision making process increased due to formation of 288 Women Forums at with around 20,000 rural women leaders in 32 UPs. ● Around 21,000 rural women of most vulnerable locations are well trained and equipped in disaster awareness and preparedness. ● Approx. 18,000 women have access to clean and safe drinking water in most vulnerable areas. ● 25,000 person days created for women by cash for work after disaster.

SCO-B, an active actor • SCO-B active member of LCG WAGE: re-activation of National Women Development Policy and inputs to Five Years Plan • SCO-B is an active member of SDC' Gender Network: inputs to e-discussions, participation in Gender F2F Event • RUPANTAR, long lasting partners working with women and advocating for Gender Equality • Empowering Women's leadership in Local Governance project developed BUT: • Assessment of Gender Guidelines "results" needed: study and documentation of best practices planned. • Equal opportunities work policy to be developed
