Background • GMES is a joint EC and European Space Agency Initiative • GMES Service Element projects (GSE) are one form of ESA support for GMES • Stage 1 (“Consolidation”) projects were conducted to evaluate mature and near-mature operational services existing within Europe • PROMOTE 1, one of 13 projects, ended in 2005 • Stage 2 (“Implementation”) projects aim to scale-up Stage 1 services and add to them • PROMOTE 2 started in July 2006
