  3. Eligibility A student must have sat for and generated a score on the reading, writing and/or mathematics year 1 and mathematics year 2 state assessment at least two times with one of the attempts being at least one year prior to submitting a COE.

  4. Eligibility A student can submit only one COE per content area (reading, writing, mathematics year 1, mathematics year 2) in their high school years.

  5. Eligibility English Language Learner (ELL) students are exempted from participating in the Reading and Writing HSPE in their first year of school in Washington State. The exemption is called New Non-English Proficient (NNEP). If they are exempted prior to 11th grade, they need to take and not pass the HSPE two times before being eligible to submit a COE. A student in the class of 2014 or earlier who transfers into a public school from out of state or from an in-state non-public school setting (private or home school) is eligible for direct access to the COE without taking a state exam first (ELL or not). They are considered transfer students and have direct access to all CAA/CIA options once the appropriate paperwork has been submitted to OSPI and approved.

  6. Sufficiency Reading, Writing and Mathematics: • Collections must meet all sufficiency requirements in order to be scored. • Reading and Writing sufficiency is managed by the Online COE. The system will not allow for a collection to be submitted unless it meets all requirements. • Mathematics sufficiency is managed by the electronic portion of the Math COE system, then the student work is paper-based. • Reading and Writing paper-based collections: Please use a sufficiency checklist to assure all required components are included in the collection. Changes to Content Requirements for Reading • No fewer than 6 and no more than 8 work samples • 3-4 literary work samples and 3-4 informational work samples • 3 questions, one per strand, for each work sample • a minimum of two different targets from each strand represented across the whole collection • a minimum of two on-demand work samples (at least one literary and one informational) • the task, directions or questions that accompany each work sample • The Reading Moodle is a source for instructional materials

Content Requirements for Writing • No fewer than 6 and no more than 8 work samples • 3 to 4 expository and 3 to 4 persuasive work samples • a minimum of two on-demand work samples (at least one expository and one persuasive) • Work samples must not include outside source material as part of the student work (no research papers) • The Writing Moodle is a source for instructional materials

Math Content Requirements • No fewer than 6 and no more than 8 work samples • 2 on-demand work samples • Each reporting strand in Mathematics Year 1 and Mathematics Year 2 must be represented at least two times in the collection • At least two representations of Process and Course Specific PEs are also required for a sufficient Mathematics Year 1 or Mathematics Year 2 collection. • All of the work samples that are listed on the work sample documentation form must be included in the same sequential order in the submitted collection • The work sample documentation form must be signed by the student • The Math Moodle is a source for instructional materials

Policies for 2012 - 2013 • All COEs are required to select tasks and prompts from the OSPI Inclusion Bank. • All extended time responses must be done under the supervision of the teacher or educational professional and are not to be taken home. While there is some opportunity for appropriate teacher assistance, all work on the extended time response needs to be that of the student. • The stipend is $200.00 for eligible students with sufficient collections. No stipend will be paid for students who have passed the HSPE or EOC before submitting.

  11. Policies • If students meet the augmentation requirements, they may submit an augmented COE. The augmented collection may only be submitted in the submission cycle immediately following initial submission. • Students may choose to either augment a collection or appeal a collection. A score appeal is appropriate only when the student believes the collection did not meet standard because of a scoring error (such as miscalculation or scoring errors on performance tasks).

  12. Policies • An extenuating circumstance is a situation that has caused a student’s completed collection to miss a scoring window although all eligibility and sufficiency criteria have been met. If a district can provide documentation of the circumstances by which the student’s COE was not scored, a review panel will determine if the extenuating circumstance warrants scoring the COE at a later date. Examples of extenuating circumstances include: • Administrative error or irregularity • Unexpected/Severe medical situation/Serious illness • Lost/missing COE materials • Other unavoidable situation • If a student has an accommodation in reading and/or writing on their IEP or 504 plan, they may access their accommodation in preparing their COEs as long as it is directly prescribed for that particular content area. Accommodations most frequently accessed are using scribes and using additional time to prepare work.

  13. Test Irregularities • Level 1 and Level 2 test irregularities invalidate a student’s score for the entire collection pending a district investigation and report returned to OSPI. Level 1 internet plagiarism is not refutable regardless of any district investigation and the student scores will remain invalidated. • A student training video on plagiarism, text-based evidence and copied text has been developed for use in COE classrooms or in settings where COEs are produced. Students are required to watch the video and sign a document that states they understand the consequences of plagiarizing work samples in their COEs. The signed document is retained at the school or district. The video, teaching training materials, and student signature form are available on the COE web site athttp://coe.k12.wa.us/video.

Timeline • New guidelines will be released September 1, 2012 • All new content requirements are active in September 2012 • We will accept reading collections developed prior to June 15, 2012 as long as they have 6 to 8 work samples, a Work Sample Documentation Form that accurately lists the included work samples, and meet all other sufficiency requirements.

CD for Reading and Writing • The CD has state developed practice passages, tasks and prompts for instructional use in the classroom. • They are not to be used for the student’s final collection. • The practice passages, tasks and prompts have footers and watermarks to identify them from the inclusion tasks. • Order your CD on the reading/writing Moodle or email: caaoptions@k12.wa.us

  17. Math COE Process Math has a unique submission method. • It begins electronically and then becomes paper-based. • Students work on a paper-based work sample task and response form. • It is submitted in an envelope as a paper collection, scanned and then scored electronically.

Highlights of the Math COE Process • Eligibility and sufficiency are completed online • Required forms are printed with student specific information on them and ready for student use • Students do not need access to computers in order to complete COE • Training is readily available for teachers and students

Online COE Used to be called eCOE The system indicates a student’s eligibility status so corrections can be made prior to submission dates The Online COE process is mandatory for all reading and writing collections. If a district has circumstances that demonstrate a school’s inability to submit Reading and/or Writing COEs through the online system they may submit a Request for Exemption. • A review panel will determine if the school qualifies for an exemption. • Exemptions will be for one submission window only. • Exemptions forms can be found at: www.coe.k12.wa.us under admin information/forms • Districts with approved exemptions will be provided with a link to the Inclusion Bank and submission forms

  20. Online COE for Reading and Writing The Online COE is a mandatory submission method for districts starting in January 2013. MEMORANDUM NO: 075–11M ASSESSMENT AND STUDENT INFORMATION The purpose of this memorandum is to inform school districts and schools about the transition from paper-based Collection of Evidence (COE) submissions to electronic Collection of Evidence (eCOE) submissions. The COE is one of the alternative assessments that can be accessed for high school graduation purposes. The transition to the eCOE began in 2009 and will be complete by winter 2013 for reading and writing. Beginning in winter 2013, the Office of Superintendent of Public Instruction (OSPI) will require that reading and writing COEs be submitted through the eCOE process. Statewide training through webinars, videos, and technical support will be provided.
