BALTIC EUROREGIONAL NETWORK (BEN) • Aeg: juuli 2005-detsember 2007 (30 kuud); • Partnerid: 35 partnerit 9 Läänemere piirkonna riigist; 17 piiriregiooni Läänemere piirkonnast; • Peakoordinaator: PMN esindus Leedus; • Eelarve: 1,4 mln EUR (BSR INTERREG IIIB, PMN, CBSS) • Täiendav projekt: “BEN-EAST” (Tacis) käivitub mais 2007

  4. Eesmärk Aidata kaasa Läänemere piirkonna euroregioonide/piiriregioonide koostöövõrgustiku loomisele, tugevdada euroregioonide/piiriregioonide omavahelist koostööd ning nende koostööd riiklike institutsioonide ja rahvusvaheliste organisatsioonidega.

  5. Tegevused. WP1: Kogemustevahetus euroregioonide jaoks ühist huvi pakkuvates valdkondades Focus:To increase and to deepen the institutional capacity of Euroregions through exchange of best practices in CBC issues. • Starting conference of the BEN project, 27 Sept. 2005, Vilnius, (LT); • Seminar "Promoting Science and Innovation in Cross-Border Cooperation", Tallinn (EE), 8-9 Dec. 2005; • Seminar „Cooperation of regional and national authorities and institutions on the border of EU and neighbouring states, Roshtchino, Leningrad region (RUS), 21-22 Febr. 2006; • Seminar "Public Relations and Information Strategies in CBC Regions“, Hiiumaa (EE), 26-28 April 2006; • Seminar “Euroregions and management of CBC funds” in Umea, (SE), 31 May-1 June 2006; • Seminar “Tourism Development in CBC Regions”, Sakiai, (LT), 7-8 Sept. 2006. • Seminar “EU Structural Policy 2007-2013”, Stockholm (SE), 5 October 2006. • Seminar “Legal status of CBC structures”, Vilnius (LT), 5-6 December 2006; • Seminar “Northern Dimension: from policy paper to concrete actions”, Lappeenranta (FI), 25-26 January 2007.

  6. Tegevused. WP2: Kogemustevahetus konkreetsete euroregioonide jaoks olulistes valdkondades Focus: To increase the knowledge and capacity in specific Euroregions on issues arising directly from specific needs. • Seminar “Sustainable tourism development in transboundary Peipsi region”, Pskov region (RUS); 1-2 Feb. 2006, • Seminar “Renewal of Local Governance and Services in CBC Context” in Tallinn and Viinistu (EE), 30-31 of May 2006; • Seminar “Management of water resources of the Euroregion “Country of Lakes”, Braslav (BY), 25 August 2006. • Seminar “Development of strong self-governance in Russian-Estonian border regions”, Gdov, Pskov region (RUS), 21 Sept. 2006; 2-5 May 2007, Valga (EE).

  7. Tegevused:WP3: Ümarlauad Euroregioonide/piiriregioonide ja valitsusasutuste vahel Focus: To increase the dialogue between the participating Euroregions and the central authorities for the development of the border areas. • Four roundtables in Estonia (Tartu, 2 x Tallinn, Kärdla); • Two roundtables in Latvia (Balvi and Riga); • Two roundtables in Lithuania (Druskininkai and Alytus); • Two roundtables in Russia (St. Petersburg and Petrozavodsk).

  8. Tegevused. WP4: Võrgustiku tugevdamise abinõud Focus:To ensure the smooth flow of activities in WPs 1-3 during the project, and to guarantee the continuity of the network after the project. • Project’s website www.benproject.org launched; • First draft of the E-Library launched on http://www.nexdo.com/view.do?w=73 • First outline of the Best-practice handbook prepared. • Info sheet of the project published in English and Russian; • Four newsletter of the project issued; • First draft of BEN Future Strategy prepared.

  9. Tulemused • Käivitunud on Läänemere piirkonna euroregioonide/piiriregioonide koostöövõrgustik; • Läbi on viidud ümarlauakohtumised euroregioonide ja valitsusasutuste ning kohalike omavalitsuste esindajate vahel Eestis, Lätis, Leedus ja Venemaal; • Euroregioonide/piiriregioonide kogemuste- ja infovahetus on paranenud; • Läbi on viidud 20 piiriülest koostööd puudutavat seminari jm ettevõtmist, milles osales kokku ca 900 osavõtjat; • Koostatud on 15 nimekirjasoovitusi/ettepanekuid piiriülese koostöö arendamiseks ja parandamiseks; • BEN-i võrgustikust on sündimas uued Euroregioonide koostööprojektid.

  10. Kokkuvõtted/kogemused/küsimused • Jätkuvalt võib täheldada suuri erinevusi piiriregioonide/euroregioonide suutlikkuses ja tegevuse tulemuslikkuses (West/North vs East); • Piiriregioonide/euroregioonide aktiivsuse kasv Baltimaades (INTERREG), mõnevõrra vähem täheldatav Venemaa/Valgevene partnerite puhul; • Läänemere piirkonna piiriregioonide/euroregioonide ülesehitus ja tegevuse alused on jätkuvalt üsna varieeruvad; • Jätkub diskussioon piiriregioonide/euroregioonide rollist piiriülese koostöö programmide võimalike administreerijatena; • Kas piiriregioonid/euroregioonid peavad tegelema eelkõigeuute projektide tootmisega või regionaalarenguga või mõlemaga? • Riikide vahel on endiselt lahendamata probleeme; • Valitsusasutuste kasvav huvi piiriülese koostöö vastu (Venemaa); • Positiivne näide mitme rahvusvahelise organisatsiooni koostööst Läänemere piirkonnas (PMN, CBSS).

  11. Koostöövõrgustiku tulevikustsenaariumid • On olemas tahe ja huvi koostöö jätkamiseks; • BEN-i edasised eesmärgid? (foorum kogemustevahetuseks; koolitus; metodoloogiline tugi; lobbying; andmebaasid; projektide algataminejm.) • Uue organisatsiooni loomine ei ole vajalik; • BEN-i võimalikud tulevikustsenaariumid: 1. Ühinemine mõne olemasoleva CBC-organisatsiooniga (nt. AEBR); 2. Mitteformaalne koostöövõrgustik ühe partneri koordineerimisel (rotatsioon); 3. Mitteformaalne koostöövõrgustik ühe või mitme Läänemere piirkonna koostööorganisatsiooni koordineerimisel ja toetusel (nt. PMNja CBSS).
