About us ... • December 2005 – july 2006 • Civil Service Law • Organizational structure • No of employees (35/50) • Sector for planning and recruitment; • Sector for analytical tasks; • Sector for professional development; • Sector for Central Human Resources Record (HRMIS); • Sector for legal, financial and common jobs. • HRMS – established for the purpose of providing support to the public administration reform by building a depoliticized, professional, modern and rational civil service system.

Improvement of HRSelection Procedure • Purpose • Project realization will contribute to making conditions for objective criteria for selection of new employees, as well as transparency of employment procedure and employment on the basis of qualifications and capabilities. • Objectives • Support to the Public Administration Reform through professional candidate sellection And also • Improving process of selection and filling vacancies for civil servants job position in PA • Improving capacity of employees in the State Administration Authorities • Fortification of HRM Service’s relevancy in the procedures of candidate selection and employment.

Results • Developed methodology for job descriptions and competency based at that, due to define desirable profile of the candidate for the posts, • Established transparent and standardized system of HR recruitment and selection, • Built up questionnaire base as a source on which test of knowledge would be prepared, • Realized training for preparing and conducting structured selective interview and valuation candidates answers, • Realized study visits to State members EU. • Value of project: 200.000€ • Donnor – Norway, EU, bilateral

Support for Developing a System of Professional Development of Civil Servants • Purpose • Continual process of professional development of civil servants, (contribute to the capacity building of state administration - indirectly maximazing influence to the development in other areas). • Objectives • improvement of the system for professional development of civil servants - creation of conditions for continual improving of needs fully knowledge and skills of CS in different fields. And also • Capacity building of civil servants within the HRMService in the field of professional development - preparing, implementation and evaluation of the General Programme for Professional Development of CS; • Developing of methodologies needed for the development of the system of professional development of CS • Capacity building of managers through support for the realization General Programme

Results • Increased level of knowledge and skills of the HRMS staff as well as their skillss for conducting the need assessment for professional development • HRMSstaff skilled for the conducting the evaluation of the General Programme of Professional Development of CS • Improved knowledge of participants in the field of professional development in PA after study visit; • Efficiently and effectively usage of developed methodologies needed for the development of the system of professional development of civil servants (Methodology for assessment of needs; Methodology for preparing the programmes of Professional Development; Methodology for selection of lecturers and manners for their remuneration and Methodology for evaluation of effects of the conducted Professional Development programmes); • Efficiently and effectively applying the database of professional development of CS. • Budget: 250.000€ • Donnor • EU or bilateral

Improvement of the Information System of the Office for Human Resources Management (Central Human Resources Record) • Purpose • Efficient functioning of Central Human Resources Record Information System will provide: efficient process for HR planning, defining the aims for HR management, creating of statistics analysis and reports, the HR selection procedure management, conduction the internal and public competition, analysis of needs for additional trainings, drafting of trainings plans, analysis of employees' work results and career planning. • Objectives • More efficient and more quality workof Public Authorities with the help of the improved IS, coordinated with the Development of information society strategy. And also • Building theIS of the HRMS • Improvement of the Central Human Resources Record IS

Results • Obtained and launched HRMS information system; • Trained CS with informational education, for the projecting information system using informatics methodology; • Created analysis of the business functions by using informatics methodology; • Integrated automated business functions in the HRMSIS; • Organized electronic archive file of the documents in the HRMS; • Implemented IS with all needed business functions which are defined by law regulations; • Defined structure of the data base in CHRR IS; • Updated data that are needed for the CS' salary calculation; • Developed business function for active looking for the job for unassigned CS in CHRR IS. • Budget - 160,000€ • Donnor – Sweden, EU, Republic of Korea, bilateral
