  2. Title IIILanguage Instruction for Limited English Proficient and Immigrant Students Civil Rights Act of 1964 – prohibited discrimination based on race, color or national origin. Title VII – Bilingual Education Act of the ESEA 1968 ensured limited-English-proficient students services May 25 Memorandum – 1970, districts must take affirmative steps to correct language deficiencies Lau v. Nichols – 1974 law stating that identical does not mean equal Equal Education Opportunities Act of 1974 – must take action to overcome language barriers Title III Part A - English Language Acquisition, Language Enhancement, and Academic Achievement Act 2001

Meeting the Standards ACCESS for ELLs – Students are assessed for English proficiency upon enrolling in Muskogee Public Schools, if they have marked on their enrollment form that they speak another language in the home. Our goal is to move students out of English Language Learner status and into level 5 fluency proficiency on the exam within 5 years of enrollment in our district. Title III Parent Committee

Instructional Strategies Pull-out Tutoring during the instructional day ESL Class at Muskogee High School LEIP Lesson Plans Rosetta Stone Content-based English as a Second Language - used to develop CALP (cognitive academic language proficiency) assessed on the WIDA Every teacher is an ELL teacher.

  5. 2013-14 Goal - Writing Writing has been shown to be the one area that strengthens literacy across the curriculum. Our scatter-plot analysis showed that writing was the area of weakness among our students. We will continue this goal through 2014-15 SY.
