  2. Conflict… Social Torture… Post-Conflict… ‘War is Not Yet Over’ Does the charge of ‘recruitment’ show the militarised mindset of these Warriors of Christ? Is this a mirror of their own experiences of manipulating disempowered men (& women) into becoming adherents of their extractive churches? Narrative Collapsing Masculinities in northern Uganda’s IDP camps: male susceptibility to harm others (recruitment, domestic violence) and self (alcoholism, suicide) The Road to Work: Armed Guards and Roundabouts – are these the Barometers of Fear? Of civilians – and of Government? Rape and Agape… The case of James The case of Mary Militarisation as desperate attempt to recover ‘reciprocity’ of patriarchal father-son relationship? ‘somososfilhos dos nossospaes’ Vulnerabilities of Disempowered Men Insecurities of Men in Power – lack of courage, lack of independence, lack of intellect Hidden Sexualities as the meeting point of vulnerabilities & insecurities At a structural level, is current wave of homophobic legislation a response to emerging TRANSNATIONAL identities? - is ‘LGBTI of the world unite!’ such a threat?? Indicates? Governance response • - Militarise • Establish ‘authority’ (not legitimacy… ‘might is right’) • Army become Police, Police become Army • i.e. Gov’t at war with own people • - Minister for Ethics & Integrity • Anti-Homosexuality Bill • Priests & Pastors – are they soldiers in women’s clothing? Refugee Law Project Work with male survivors, their families and communities, as well as related service providers and Government (e.g. SGBVP weeks) NB relatively uncharted territory • Catalyse National Reconciliation process through research, communications, dialogue, training, legislative drafting • Work with technocrats • Memorialisation Project • - Create channels for Resettlement • advocate for changed asylum procedures (Getting Out) • Host Coalition to fight for sexual rights for all in Uganda

Militarised Masculinity: Possible Responses & International Support Vulnerabilities of Disempowered Men Insecurities of Men in Power – lack of courage, lack of independence, lack of intellectual openness Hidden Sexualities as the meeting point of vulnerabilities & insecurities Empowerment of subordinate men by breaking dependency and false reciprocity – and reducing ‘attractiveness’ of military ‘option’ Secure Governance through establishing authority based on legitimacy rather than force • Diverse Sexualities & Gender Identities as an expression of individual empowerment and democratic governance Acknowledge & Address Male Vulnerabilities – especially in SGBV Programming Behaviour Change DDR NB IDENTITIES as much as ROLES d) More liberal migration e) More opportunity – Marshall plan? Highlight & Challenge Insecurities (i.e. no collusion) Develop courage to live democratically (NB careful examination of own shifting identities – German/Greek/European!) Beware neo-colonial charge… Include & Integrate sexuality into discourse & practice of gender work in conflict & post-conflict settings (NB Starting from home… by challenging heteronormativity)
