What is the Solano Countywide Pedestrian Plan? • Solano County’s first comprehensive plan for Pedestrians on a Countywide perspective • Completed in 2004 • Recognized the benefits of Pedestrian Planning • Recognized Plans and Policies from all seven cities and the County of Solano • Identified potential and priority pedestrian projects for each agency • Provided an initial needs assessment of pedestrian projects

Genesis of the Plan Combination of efforts began the need for a comprehensive pedestrian plan • Regional efforts were underway • MTC’s Transportation for Livable Communities Grant Program • Partnership with Bay Trail and Ridge Trail Council to focus on an Inventory of Pedestrian Trails in Solano County in 2001 • Local multi-modal corridor plans were anticipated or completed • Jepson Parkway • North Connector Corridor

How we started • Funding from Caltrans’ State Planning Grant Program: Community Based Planning Grant • Plan began in 2003 with assistance from Randy Anderson at Alta Planning and Design (formally Landpeople) • Formed a Pedestrian Advisory Committee (separate from existing Bicycle Advisory Committee) Membership included 16 representatives from: • Ridge Trail • Tri-City Open Space • Solano Land Trust • Health and Social Services • Member-at-Large • Each city and the County of Solano • Solano County Agricultural/ Farmers Group • School District • Bay Trail

What did we decide we were going to do • Plan objectives: • Create an identity for pedestrians • Plan for accommodating pedestrians in each urban area based on general shared policies, and criteria • Document existing conditions, and plans and projects that will implement the Plan, highlighting specific current or potential projects for agency. • Focus on pedestrian zones and destinations: • Higher Density Residential • Schools • Transit Hubs • Crossings/barriers • Civic • Commercial • Mixed-Use

What was the results • First step for countywide partnership of staff and users to focus on pedestrian issues • Created an citizen’s group to advise the STA Board on countywide priority pedestrian projects • Promoted TLC and Safe Routes to School concepts • Identified 77 pedestrian projects for the cities and the County of Solano • 8 priority projects • 41 pedestrian concepts • Estimated capital need of $25 million in 2004*

  7. What were the initial challenges • Creating an identity for pedestrians • Pedestrian Advisory Committee membership • Dividing a project costs for projects with mixed bicycle and pedestrian uses

  8. 5 years later STA’s Countywide Pedestrian Plan adopted in 2004 • Five of the nine priority pedestrian projects have been completed • Remaining priority projects are planned and currently in design and preliminary engineering • Funding programs in place to implement Pedestrian Projects • Developed a Safe Routes to School Plan

  9. Next Steps • Currently updating the Solano Comprehensive Transportation Plan • Minor update to the Countywide Pedestrian Plan as part of CTP Update • Updating priority projects • Updating cost estimates • Implementation of the Solano Safe Routes to School Program
