  2. 2009 City Council Goals • 2009 City Council Goals include: • Adopt a clear City Council statement of the purposes and expectations of Neighborhood Associations • Support a facilitated process for Neighborhood Associations to agree on recommended bylaws, rules, and/or guidelines consistent with the Council’s purposes and expectations statement.

History • Why did the Council develop these goals? • Neighborhood Associations are important and should be functioning optimally • Important to check in on these organizations from time to time • Identified inconsistency in bylaws from neighborhood to neighborhood • Neighborhood Associations deserve consistent support to ensure consistency across neighborhoods • Staff recommendation: • Develop a Council statement on purposes and expectations • Provide a robust participation process for Neighborhood Associations to put those purposes and expectations into practice in their neighborhoods

  6. “Adopt a clear City Council statement of the purposes and expectations…” • How do you translate those purposes and expectations into a statement? • Sample: • “Neighborhood Associations provide West Linn neighbors with important City notifications and communications. Participation in a Neighborhood Association promulgates participation in City affairs, and encourages outreach to neighbors for widespread participation in events and activities. Neighborhood Associations should be structured to promote a sense of community and inclusion, and should operate with the utmost transparency and adherence to the West Linn municipal code and community development code.” • Are there specific standards or expectations the statement assumes? • Sample: • “All NAs bylaws related to voting should conform to municipal code language.” • “NAs should have a transparent method of sharing email information.”

  7. “Support a facilitated process for Neighborhood Associations…” • Once a clear Council statement of the purposes and expectations of Neighborhood Associations has been adopted… • Step 1: Coordinate facilitated meeting(s) with Neighborhood Association leadership to: • Discuss and share the Council’s statement of purposes and expectations • Develop consistent standards that may be necessary to implement the Council’s direction • Step 2: If requested, work with an NA to develop an implementation plan based on the Council’s statement of purposes and expectations • Step 3: Provide report back to the City Council on Neighborhood Association process by early 2010

Update: NA Signage • Interest in Neighborhood Association signs • Staff recommendation: • Provide one 18” x 36” sign to each Neighborhood Association (City expense) • Additional signs are at the NA’s expense from stipend funds – with a maximum number allowed per size of the NA (TBD) • NA can pick the location(s) and work with staff to ensure appropriateness • Signs will be ordered and made by the same vendor as City signs • Sign font and layout will be the same, but NA will design the artwork • Citizen design • OR • Staff can assist with graphic design (including online voting service)
