  2. Track 2 Deliverable • Develop outline supporting Track 1 concept of operations for multinational military support to GOM (in response to a disaster) • Completed task based on MNF SOP-suggested format from HADR extract

Purpose, Method, Endstate • Purpose: Assisting State militaries synergize to support GOM and International Community disaster relief operations. • Method: Assisting State militaries support disaster relief efforts as directed by national chains of command. MAF hosts an MNCC to enable Assisting State military coordination. Assisting State military representatives also participate in NEMA (co-hosted) Clusters to consult and cooperate with GOM Ministries and the International Humanitarian Community. • Endstate: GOM effectively responding to crisis requirements, in cooperation with the International Humanitarian Community.

  4. Concept of Support • Phase 1: Immediate Response/Life Saving • Phase 2: Capacity Surge Support/Relief Activities • Phase 3: Disengagement/Repatriation

ProposedRequest for Assistance (RFA) Process • NEMA is GOM’s single operational-level authority that approves RFAs, prioritizes RFAs and matches RFAs within GOM, IHC or Assisting State capabilities. • For RFAs requiring Assisting State involvement, NEMA may seek higher-level approval through State Emergency Commission. • RFAs may originate at any level and should follow a standard format, as prescribed by NEMA. • Primary responsibility to handle RFAs remains with GOM. If GOM and IHC resources are exhausted, Assisting State militaries provide military unique capabilities as a last resort. • Assisting State militaries shall respond to RFAs assigned by NEMA and approved through national command channels.

Assumptions • GOM considers Bilateral Agreements (esp for diplomatic clearance of overflight / access rights). • GOM policy regarding Rules of [Engagement / Employment]. • GOM establishes policy regarding entry visa requirements, customs, and legal aspects on Assisting State forces. • GOM rules/restrictions on licensed professionals (eg. doctors). • Assisting State relief operations in Mongolia are logistically self-sustaining until crisis response transitions from life saving to relief. • Assisting State disengagement occurs on a state-by-state or bilateral basis.

Key Tasks • Identify main staging location for use by Assisting State militaries • Establish MNCC • Emphasize GOM lead and international community support as a major strategic communication theme. • Conduct life saving and relief activities as requested by the GOM or IHC and as directed by national chains of command. • Disengage from military relief activities in a supportive fashion that allows continued recovery and reconstruction operations by the GOM and humanitarian community with minimal adverse impact. • Repatriate forces to home station
