The TIR Carnet • Certified Report remains in the TIR Carnet • Filled in by competent authority (Customs, police etc)in the event of any incident which may compromise the TIR Operation • Seals broken • Accident • Serious damage to vehicle • Destruction or loss of goods • Theft of goods • (Reservation at time of unloading)

  3. Filling in the TIR Carnet • Field 1 • Enter Customs office of departure • If more than one office, enter all Customs offices of departure • Same as box 2 on yellow manifest and vouchers 1. Bureau(x) de douane de départ Customs Office(s) of departure

  4. Fields 2 and 3 • Already filled in 2. CARNET NUMBER &3. Name of international organisation (IRU)

  5. Field 4 • Check if same as boxes 8 and 10 on Cover of TIR Carnet 4. Registration number(s) of road vehicles or ID number(s) of container(s)

  6. Field 5 • Enter the full name and address of the TIR Carnet Holder • Normally already filled in, same as box 3 on TIR Carnet cover page 5. Titulaire Holder

  7. Field 6 • Indicates that the seals are OK, unbroken 6. Customs seal(s) is/are intact not intact Indicates that the seals are OK, unbroken

  8. Field 7 • Indicates that the load compartment has been breached or damaged 7. The load compartment(s) is/are intact not intact

  9. Field 8 • Enter any useful comment or detail 8. Remarks

  10. Field 9 • In this case, some goods have been destroyed 9. No goods appear to be missing or The goods described in boxes 10 to 13 are missing (M) or destroyed (D) as shown in box 12

  20. What if ? • Irregularities in goods manifest ? • The Customs seals found to be intact • Minor discrepancy between the indication in the Goods Manifest and the real transported consignment no irregularity occurred

  21. What if ? • Illegal transport of prohibited goods, smuggling? • The illicit goods are confiscated • National legislation applied: legal procedures against the driver/TIR Holder • Valid goods can continue under the TIR Carnet • No Customs debt incurred in relation to the confiscated goods Customs fill in the Certified Report (“Procès Verbal de Constat” )

  22. What if ? • Accident: The vehicle is damaged with minor defects ? • the state of the vehicle is examined • no risk of smuggling • Customs decide to authorise the continued use of the vehicle • no other irregularity is revealed No need to fill in the Certified Report

What if ? • Accident and the vehicle is damaged with major defects? • The certificate of approval is endorsed, specifying any major defect • Customs may decide to allow the continuation of the vehicle / TIR Transport under security precautions • Customs may refuse the TIR Transport until the vehicle is repaired Customs fill in the Certified Report (“Procès Verbal de Constat” )

What if ? • Accident: all the goods are destroyed or irrecoverably lost? • Customs verify that the goods are destroyed • Customs terminate the TIR operation • Customs send SafeTIR information • No Customs debt incurred in relation to the destroyed goods Customs fill in the Certified Report (“Procès Verbal de Constat” )

What if ? • Accident: part of the goods are destroyed or irrecoverably lost? • Customs verify that the goods are destroyed • The state of the vehicle is examined • The TIR operation is continued under the conditions decided by Customs (other vehicle, Holder, TIR Carnet?) • Customs amend the manifest, seal, and vehicle details on the remaining vouchers in the TIR Carnet • No Customs debt incurred in relation to the destroyed goods Customs fill in the Certified Report (“Procès Verbal de Constat” )

  26. What if ? • Theft: goods are stolen ? • Customs verify that goods were stolen from Police report etc. • The remaining goods are listed • The state of the vehicle is examined • The goods continue the TIR operation on the same vehicle, with new seals affixed • The TIR operation is continued on a different vehicle, the goods being reloaded and sealed • Customs amend the goods manifest on remaining vouchers Customs fill in the Certified Report (“Procès Verbal de Constat” )
