  3. Why should you frame the debate? Successful framing puts your group in a favorable position to direct the discussion of the problem.

  4. When should you consider framing or reframing an issue? • When you present your issue and want to gain support • When you attempt to influence the public agenda • When framing by the opposition may interfere with your plan of action

  5. Framing an issue • Understand the issue. • Frame it as "common ground" or "single angle" • Know who is involved. • Explain what contributes to the problem. • Explain what contributes to the solution. • Reframe the issue.
