  3. How WAS the NEI created? • If no tribal data - • Point inventory • Augmented data from state files, TRI, etc. • Double reporting state/tribes • Nonpoint • Past NEIs were county-based data • Onroad/Nonroad • Past NEIs used county-level activity data

  4. How is the NEI created now? • Several values from various data sources • General Purpose Release to public is a single value • Tribal and state value is our first choice • No tribal data creates a hole

  5. Creating the NEI with EIS If no tribal data… …NO REPRESENTATION

  6. Timelines for Submission • Next tri-annual submission (2011) • Window opens June 1, 2012 • December 31, 2012

  7. Uses of the NEI • The NEI is a key input for • Modeling of national rules • NAAQS reviews, CSAPR, etc • Non-attainment designations • NATA review • Toxics risk modeling • Trends reports and analyses
