  3. 4.6 New Deal working New Deal not working New Deal went too far New Deal did not go far enough • More jobs created b/c of it than lost b/c of it • More taxes on businesses = fewer jobs • Unemployment consistently too high (around 20%) and was not ending the Great Depression • Government had too much power, taxes too high to pay for what gov’t wanted to do, businesses not hiring b/c of high taxes and people not spending enough money • Some thought New Deal should provide more • Huey Long: “Share Our Wealth” program • Guarantee everyone minimum income of $5,000/year which would buy a car and allow you to make payments on a house • Who is going to work if more money is taken and given to others? • Who is going to work so someone else can get up to $5,000?! • In order for capitalism to work, there HAS to be a fear of failure

So… • Let’s say this was tried in Pennsylvania, a state with 12.75 million people, of which 6.5 million work full time. • To guarantee each of them at least $50,000 per year, $325,000,000,000 ($325 billion dollars) would be needed. • If we were to tax everyone at 50% of their income (highest right now btw is 39.6%) PA workers would have to combine to make $650,000,000,000 ($650 billion). • How hard would you work towards that $650 billion if you were guaranteed $50,000 regardless? • Would you go to school for 10 years and rack up hundreds of thousands of dollars of student loan debt to become a doctor? • Or would you try to get an easier job? • In a class of 30, 1,350 points would need to be earned to guarantee everyone an A (45/50 = 90%) • How many of you thought you would work harder for the next test?

If it applies to both, write a “PW.”) • Weekends without work • All breaks at work, including your lunch breaks • Paid vacation • Family & Medical Leave Act (FMLA) • Sick leave • Social Security • Minimum wage • Civil Rights Act/Title VII - prohibits employer discrimination • 8-hour work day • Overtime pay • Child labor laws • Occupational Safety & Health Act (OSHA) • 40-hour work week • Workers’ compensation (workers’ comp) • Unemployment insurance • Pensions • Workplace safety standards and regulations • Employer health care insurance • Collective bargaining rights for employees • Wrongful termination laws • Age Discrimination in Employment Act of 1967 (ADEA) • Whistleblower protection laws • Employee Polygraph Protection Act (EPPA) - prohibits employers from using a lie detector test on an employee • Veteran's Employment and Training Services (VETS) • Compensation increases and evaluations (i.e. raises) • Sexual harassment laws • Americans With Disabilities Act (ADA) • Holiday pay • Employer dental, life, and vision insurance • Privacy rights • Pregnancy and parental leave • Military leave • The right to strike • Public education for children • Equal Pay Acts of 1963 & 2011 - requires employers pay men and women equally for the same amount of work • Laws ending sweatshops in the United States • CONS: Higher prices, higher taxes, politics

Unions Court-packing New Deal legacy • 1935, tried to guarantee minimum wage to workers, declared unconstitutional by Supreme Court • As were many other New Deal Programs (page 87) • In response, FDR and Congress passed the Wagner Act which gave federal protection to unions – FDR = 1st president to support unions Federal Law overrules state laws • Thinking was if Congress can’t guarantee a livable wage to workers, they should be allowed to fight for one on their own Union gives best chance! • 1935, Congress of Industrial Organizations (CIO…later merged with the American Federation of Labor, so today it’s the AFL-CIO) organized sit down strike against General Motors (occupied factory so can’t sell cars) • FDR sent in federal troops to support the WORKERS! • FDR tried to change the numbers on the Supreme Court • Increase court from 9 justices to 15, since president gets to pick new justices, he’d pick those loyal to him and his proposals will no longer be declared unconstitutional - unsuccessful • Did not get the US out of the Great Depression as promised – some say made it worse b/c too much government and not enough people spending money • Expanded size/power of gov’t; never gone back down • Some programs still around today and quite important! (FDIC, Social Security)
