U.S. Neutrality 1. France and Britain went to war a. divided Congress & split Washington’s cabinet b. April 22, 1796 Neutrality Proclamation c. U.S. would not take sides with countries at war in Europe

  2. C. Citizen Genet a. seeking support for France; found privateers b. Jefferson upset by policy toward France; felt pro British Hamilton influenced Washington c. December 1793 Jefferson resigned D. Jay’s Treaty 1. late 1793 British began seizing ships carrying food to French West Indies 2. Washington & Hamilton sent Chief Justice John Jay to London to workout a peace resolution 3. November 1794 reached an agreement a. British would pay damages for seized ships b. British would abandon forts on northwest frontier c. U.S. would pay pre-Revolutionary debts owed to British

  3. E. Pinckney’s Treaty 1. Spain disputed the border between U.S. & Florida, & in 1784 Spain closed the port of New Orleans 2. U.S. ambassador Thomas Pinckneyasked Spain to reopen New Orleans to U.S. trade &requested right of deposit 3. October 1795 signed Pinckney’s Treaty
