Project Purpose Improve processes associated with the production, review, delivery and distribution of Digital Flood Insurance Rate Maps (DFIRMs) for the North Carolina Floodplain Mapping Program. • Transform data into an Enterprise Geodatabase Format • Revise & Update Geodatabase Design &Dictionary • Revise & Update Geodatabase Domains & Dictionary • Create New ArcSDE/SQL Server 2000 Geodatabase • Organize and Translate Existing Data into New Design • Create Graphical Specifications Document • Develop Data Export Routine for FEMA Submissions

Source Access MDB Data Type SQL Server Data Type ArcGIS Data Type Data Transformation Migration required modifications to the existing database design: • Original database design: • completed before Geodatabase was prevalent • utilized Shapefiles & MS Access based object classes • Incompatibilities between old design & SQL Server 2000/ArcSDE • Shapefiles, Access MDB data types were made compatible with SQL Server 2000 & ArcGIS 9.1

NCFMP Geodatabase Domains All text-based domain values were converted to integer-based values: • Promotes efficiency in Contractor Production Processes • Increases Data Standardization/Normalization • Facilitates Interoperability with FEMA Enhanced Database Design • Promotes Database Efficiency

  10. NCFMP Domain Dictionary Domain values and descriptions were documented in the NCFMP Geodatabase Domain Dictionary: • Feature class/domain references can also be found in the NCFMP Geodatabase Dictionary

NCFMP Geodatabase Creation Utilizing SQL Server 2000 and ArcSDE 9.1: • Dataset • Precision: 1/16th of an inch for the entire state • Extents: entire state + 20 miles • Projection: NC State Plane • NAD83 • US Survey Feet • FIPSZone 3200 • Enterprise Functionality • Topology • Relationship Classes

  12. Existing Data Translation The delivered Geodatabase contains all translated NCFMP data, revised according to the new Database Design, and stored as ArcSDE feature classes inside an ArcSDE Feature Dataset.

  13. RDBMS Maintenance All converted NCFMP data was topologically cleaned, then tuned and configured for maximum performance: • RDBMS Tuning & Configuration • Filegroups • Configuration Keywords • Data Tuning • Spatial Grid Indexes

  14. XML Creation Allows for distribution of the NCFMP Geodatabase schema in an Extensible Markup Language (XML) format that can be viewed and edited by third-party applications, or easily exchanged among users.

  15. NCFMP to FEMA Export Tool Preparation of FEMA submissions: • NCFMP submittals made to FEMA and (HDM) • Automated NC to FEMA data conversion tool developed • Seamlessly converts between NCFMP and FEMA Standard format • Previous conversions were tedious, time consuming

  16. NCFMP Scoping Geodatabase The delivered Geodatabase contains translated NCFMP Scoping data stored as ArcSDE feature classes inside an ArcSDE Feature Dataset.

  17. NCFMP Raster Geodatabase The delivered NCFMP Raster Geodatabase and Embedded Raster Catalog store statewide raster data:

NCFMP Graphical Specifications To promote standardization, a North Carolina graphical specification document was developed: • A corresponding ESRI style file supports FIRM panel feature specifications • The style file contains fonts, line styles, line weights, hatching, patterns • Similar to FEMA’s Guidelines and Specifications for Flood Hazard Mapping Partners Appendix K
