  3. Overview • Regular Program Review is an application of the ‘Plan-Do-Study-Act’ paradigm to Public Health Programs that is: • Designed Collectively • Consistent Across Programs • Empowering and Engaging • Integrated with Organizational Processes

  4. Design • Program Review Working Group • Environmental Scan • Program Identification and Categorization (OPHS) • Tools and Templates • Timelines & Training 6-month cycles, 2-4 programs per cycle 3 years for full set of programs to be reviewed • Pilot Phase

  5. Design - Environmental Scan • PDSA Cycle • Current practices, tools and resources from: • Ontario health units (especially Ottawa, KFL&A, LGLDHU) • Some US state health departments • CDC Program Evaluation Framework • Public Health Ontario • New Zealand (Health Equity Assessment Tool)

  6. Design – Tools and Templates • Training/resource guide • Program review manual • Program description template • Program activity summary • Resource summary • Equity analysis • External review template • Recommendations & Action plan

  7. Implementation Structure • Manager • Program Review Working Group • Program Review Team • Program Consultant Support

  8. A Program Manager’s Perspective • We already do annual operational planning - are we missing something? • Will all staff be able to contribute to program review in a meaningful way? • Can we afford the time?

  9. Critical Success Factors • Support from all levels of the organization • Dedicated resources • Strong team leader = strong team • Involve front line staff

Results • 6/22 programs reviewed, 4 programs currently under review • Gaps in program requirements identified and corrected • Improved attention to monitoring and evaluation, innovation, and evidence-informed planning • Greater staff participation and engagement in program planning and decision making • Identified opportunities for collaboration and innovation

  11. Results • Identified process improvements • Develop core competencies among staff • Linking of program activities to strategic plan • Program Review provides a forum for staff to have direct input into “management” decisions and see results
