  5. ANP Logistics ANP Logistics History • No logistics system in place prior to the start of OEF • Pre 1990, Afghans used the Soviet “Push” logistics system • The Soviet system contributed to a “hoarding” mentality Current ANP Logistics • Police are not accustomed to requesting items • It’s a challenge for the ANP to plan ahead for what they will need • Logistics is one of the most difficult challenges within the ANP • All ANP Logistics are based upon the ANP Policies. These documents provide the guidelines from which the ANP should be performing their duties. Advisors must FIRST and FOREMOST know and understand these documents before attempting to advise their Afghan on ANYTHING!

  6. Key Takeaways • We must train the Afghan National Police (ANP) to do the best they can with what they have • Leverage Afghan Strengths (paper records) • Understanding and reinforcing existing Logistics Policy and Doctrine is essential to mission success • Optimize existing systems • Work through Afghans to simplify systems • Build an enduring legacy for post 2014 success • Build muscle memory • Afghans must track requisitions and conduct reconciliation • The ANP supply systems have yet to be fully stocked with materiel • ANP ASL under development

  7. What to expect • Some ANP will not do anything unless directed to do so by their boss • We are advisors but do not have control over what the ANP actually do • Many of the ANP logistics officers have limited skill training • The ANP is working to identify and eventually train their logisticians • What you can do • You don’t have control over who you are advising but you do have other advisors who work with their boss • Stay positive and professional while advising; use your chain of command to aid in getting the higher ranking ANP to dictate action • Many times they understand you’re trying to help but are scared to act without direction from higher

  13. The ANP Supply System is composed of 3 main parts: Requisitioning: Afghans must be able to get the right items to the policemen/soldiers “Pushed” Items – initial fielding of units and items for shoot, move and communicate (Class VII) are supplied from CSTC-A using the fielding generation process also known as the “push” system. “Pulled” Items – items needed for sustaining operations are “pulled” using the sustainment process Tracking: Afghans must be able to account for what we have ordered and received Accounting : Afghans must be able to account for what items the unit has All 3 Parts must be Used Together for System to Work

  14. MoI Form 14 Challenges • Afghans do not believe the supply system can fill their requests • This is driven by the lack of supplies in the system • MoI 14s are often incomplete or incorrect • NTM-A is working to establish and stock the unit Authorized Stockage List (ASL) and Prioritized Load Listing (PLL) • NON ASL items are not clearly understood by the requestor or the supply unit • Commanders at each echelon insert themselves into the process • Afghans have yet to establish commodity allocation tables • Limited feed back on why Form 14 was rejected • Coalition advisors bypass or track the Form 14

  15. ANP Supply Process

  16. ANP Classes of Supply Class I Subsistence – food, water, field rations Class II General Supplies – uniforms, tents, tools Class III* Petroleum, Oil & Lubricants – fuel, firewood Class IV Construction & Barrier Material – sand bags, C-wire Class V Ammunition & Explosives – bullets, grenades Class VI Personal Necessity Items – soap, razors, toothpaste Class VII Major End Items – vehicles, weapons, radios Class VIII Medical Supplies & Equipment – syringes, medicine Class IX** Repair Parts – weapons/vehicle/comm parts Class X Other Items Grade Items – bulldozers, graders * Fuel Provided by bulk contract **Contractors supply parts

  17. Key MoI Logistics Forms • MoIForm 1687 Delegation of Authority • MoIForm 14 Request for Issue and turn-in • This is the starting point for the entire supply system • MoI Form 3 Register of Supply Actions • MoIForm 9 Material Item Issue Order • MoIForm 1288 Due Out Log • MoIForm 1289 Due In Log • MoIForm 1384 Transportation Control and Movement Document (i.e. a request for transportation) • MoI Form 50 Transportation Movement Request • MoIForm 52 Convoy Departure Report • MoIForm 63 Maintenance Request • MoI Form 72 Battle Damage Report

  18. MOI Form 14 Process MoI Logistics Policy requires two signatures. The requestor and the supporting unit commander. Have tracked as many as 16. 27. What if a request cannot be filled? • Any time an order is killed (lack of items or command decision) the MoIForm 14 should be returned with an explanation of why it was denied (This almost never occurs). • When the request on a Form 14 is denied there is an important decision to be made • Is the request something that is vital to the mission and survivability? • If the answer is “NO”…then you explain to the mentee and drive on • If the answer is “YES”…you will need to obtain copies of the denied Form 14’s and help maneuver up through the Afghan system with an Afghan Concept Plan (operational justification). • If request is denied again, re-evaluate • Is the request something that is vital to the mission and survivability? If yes, at this time consider addressing through Coalition Chain. • CSTC-A may advise MoIlogistics teams to reconsider • FMS channels may be considered.

  28. So What….. • Key to success is understanding what right looks like on your requisitions • “Has your Afghan called the next echelon” to track the requisition? • Coercive Reinforcement • Must train the Afghans to track requisitions

  29. MoIDistribution

  30. Challenges and Forms • ANP Distribution is mostly contract with security elements from the Transportation Brigade • The CMA movement program pushes regionally to Kandahar, Helmand, Heart, Mez, Gardez, J-bad once a month as well as myriad local movements in support of CFC fielding , FMS movements, Class III deliveries, etc. • Both the ANP and ANA are short personnel and struggle to license tractor trailer operators (note: only total of 50 driving slots available to all ANSF at Logistics Driving School every 60 days) • Forms1347 and 9 are not available on delivery • Units do not believe the transportation discrepancy report (TDR) MoIForm 1384 Transportation Control & Movement Document MoIForm 50 Transportation Movement Request MoIForm 52 Convoy Departure Report MoIForm 84 Shipping Discrepancy Report

  33. ANP Fuel Procurement Process

  34. Fuel Forms • MoIForm 1687 Delegation of Authority • MoIForm 14 Request for Issue and turn-in • This is the starting point for the entire supply system • MoIForm 32 Fuel Consumption Report (Monthly) • MoIForm 68 Generator Consumption Report (Daily)

  35. ANP Fuel Request Process Last Updated: 16 Nov11 POC: Capt Jorgensen 237-1191 UNCLASSIFIED//REL TO NATO/ISAF

  36. ANP Vehicle Fuel Demand Calculations Max Fuel Authorization = 20 liters per vehicle per day • Example Calculation: Unit XYZ has 10 Ford Rangers assigned • XYZ’s Max Auth = 10 (vehs) * 20 (liters/day) * 30 (days/mo) = 6,000 liters • In Oct, each veh drove 1,000 km • Nov fuel request = 1,000 km * 10 (vehs)* 14 (liters) / 100 (km) = 1,400 liters • Challenges: • The MoI currently has no method of validating consumption reports • This system is reactive and doesn’t take into account future needs • Allowances include weather, terrain, and specific mission MoI Needs Clearer Methods of Forecasting and Validating National-Level Fuel Requirements Last Updated: 16 Nov11 POC: Capt Jorgensen 237-1191 UNCLASSIFIED//REL TO NATO/ISAF

  37. ANP Generator Fuel Acquisition • Step 1: Unit registers all Coalition-donated generators with MoI • Step 2: Unit establishes consumption norm with MoI • sets a baseline fuel allocation • based on power output requirements (kW) • Step 3: Unit sends monthly consumption report to MoI to establish next month’s fuel allocation • Step 4: Unit sends MoI 14 to MoI via chain-of-command for fuel requests throughout the month All registered generators are tracked by MOI Facilities Department, who should provide that information to the Class III Office at MMC. "Fuel is then requested based on previous consumption, up to limits imposed based on generator type and power output. For example, 25-100KW generators may receive up to 50 liters per day; 100-500KW generators may receive up to 200 liters per day; etc." MoI Needs Clearer Methods of Forecasting and Validating National-Level Fuel Requirements Last Updated: 16 Nov11 POC: Capt Jorgensen 237-1191 UNCLASSIFIED//REL TO NATO/ISAF

  38. Generator Registration 101 • When a unit receives a new generator, fuel consumption rates for the generator must be established. • Class III Fuels will send a one-time shipment of fuel to help the unit establish a fuel consumption norm for the generator. A three person team (consisting of a member from the Power Department, the Unit's Technical Officer, and the Ministry of Public Beneficiary) will run the generator several times a day for several hours over a several day period to establish the fuel consumption norm. • The unit is then required to provide an MOI Form 68, Generator Fuel Consumption Report for each generator. • The MOI Form 32, Fuel Monthly Consumption Report is then used to consolidate all fuel consumption reports.

  39. So What…. • Fuel accountability depends on advisors training their Afghan units to use the existing processes • Forecasting is non existent • Understanding the requisition process is crucial to sustaining the ANP • ANP Fuel Policies (vehicle and generator).

  47. ANP Vehicle Maintenance ANP MAINTENANCE • 100 percent Contracted Solution for Vehicle Maintenance and Supply Chain Management. • Automotive Management Services (AMS) is contractor. • Contract intended to cover an ANP vehicle fleet of 30K but present fielding plan is 41K • Maintenance for Title XXII vehicles only, purchased through USG sources for ANSF. • Five year contract (Presently in first option year with 3 remaining option years) ISSUES • No organic ANP maintenance solution; complete dependency on contractor maintenance. • No organic Class IX Supply Chain Management solution; complete dependency on contractor. • Currently supporting 24,596 ANP vehicles but facilities are insufficient for present density. • Donated and MOI procured vehicles, regardless of country of origin are currently not covered. • Recovery assets transferred to ANP in April 2011. ANP responsible for vehicle recovery but recovery operations are minimal to non-existent. • No reporting mechanism for Operational Readiness (OR) rate other than what is presented for service at an AMS facility. • OR rate for that which is seen by AMS shop is 98 percent however, actual OR rate for fleet is 49.6 percent (i.e. unseen, battle damage, ECOD, not seen in a year plus, etc) • Battle damaged vehicles (500 plus) remain on property books and draw fuel allotment. • 3715 vehicles have never been seen (Unseen Vehicle List) • Organic Maintenance unachievable by 2014. Cost of contract not sustainable without continued funding. Last Updated: 14 NOV 2011 POC: CW4 Ginquitti, 237-3064

  48. Maintenance • ANP Maintenance • Vehicle Maintenance is part of the Afghanistan Technical Equipment Maintenance Program (A-TEMP) contract. • The main contractor is Automotive Management Services (AMS). • Weapons maintenance is handled on a contract with Alpha Omega Systems (AOS). • AOS is contracted to repair weapons and teach the ANP maintenance procedures
