  3. PAY. • Pay means “ the amount drawn by the Government Servant in lieu of services rendered. • STATUS :- Mandatory. • Authority. Under section 17 of CIVIL SERVANT ACT ,1973

  4. KINDS/TYPES OF PAY :- • BASIC PAY. • PERSONAL PAY. • PRESUMPTIVE PAY. • SPECIAL PAY. • TECHNICAL PAY • QUALIFICATION PAY. • OFFICIATING PAY.

  5. Substantive or Permanent Pay • Means the pay other that Special pay, personal pay, or classed as pay by the President under Rule 9 (21 ) (a) (iii) Estacode to which a Government Servant is entitled on account of post to which he has been appointed.

  6. OFFICIATING PAY. • Pay drawn against the temporary post. • Officiate :- A Government servant officiates in a post when he performs the duties of a post on which another person holes a lien.

  7. PERSONAL PAY.Means additional pay granted to a Government servant. a) To save him from the loss of substantive pay in respect of a permanent post . b) in exceptional circumstances, on other personal considerations.

  8. QUALIFICATION PAY:-On acquiring higher education.TECHNICAL PAY :- Means pay granted to a Government servant by virtue of his possessing minimum technical qualifications required for a post.

  9. Presumptive Pay. Presumptive Pay means the pay to which a particular Government Servant would be entitled if he held the post substantively and was performing its duties but it does not include special pay

  10. FIXATION OF PAYThe fixation of pay is within the competence of a local Government, except that if the personal pay is allowed to a Government on certain considerations, the pay of the Government Servant cannot be so increased as to exceed the pay sanctioned for his post

  11. OCCASIONS ON WHICH PAYS FIXATION ISNECESSARYILY REQUIRED.1. On First Appointment to a post.2. Promotion from lower to higher post in the higher pay scale3. Promotion to higher post in the same pay scale to which a Government servant has already reached by way of move over. 4. Appointment to higher post/pay scale, where previous pay is protected. 5. Up gradation of post.6. On Revision of Basic Pay Scale.7. On Re-appointment after Retirement.

  12. OCCASIONS ON WHICH FIXATON OF PAY IS MADE WITH ONE PREMATURE INCREMENT AFTER ALLOWING NEXT STAGE. In the following cases, pay of a Government servant is fixed at next above stage + one pre-mature increment. a) Promotion from lower to higher post in the higher pay scale b) Appointment to higher post/pay scale, where previous pay is protected c) Appointment on acting charge basis to higher post in the higher pay scale

  13. REVERSION TO LOWER POST/SCALE.If a Government servant is reverted from a higher to a lower post or pay scale as a measure of punishment, under the Government Servants ( E&D ) rules.- If a Government servant who was promoted/appointed on temporary basis to a higher post

REFIXATION OF PAY ( DIFFERMENT )in cases where an employee, before reaching the maximum of a basic scale of pay, is appointed to another post on a higher basic scale of pay between 2nd June and 30th November of a calendar year . at his option, get his pay in the higher scale prefixed from 1st December of that year of promotion.

ANNUAL INCREMENT.The increment in a time scale is drawn as a matter of course, unless it is withheld by the competent authority as a disciplinary measure due to misconduct or unsatisfactory work.1. All duty period counts for increment. 2. All leave period counts for increment(except EOL) Exception :- For E.O.L if the purpose of leave is beyond the human control ( serious illness of self or dependent )

  16. PREMATURE INCREMENTS. In case of First appointment fixation of initial pay can be done by grant of not more than six premature increments subject to the conditions. A) In cases of persons recruited through the Federal Public Service Commission premature increments should be granted on the recommendations of the FPSC of the fact that suitable persons of requisite qualifications are not available on the minimum of the post
