Rationale and objective of the review • Length of the Negotiating text and complexity of issues • Issues at stake for Africa: • need to participate in collective effort: build resilience • 3 priorities: adaptation to CC; sustainable development; poverty eradication • Need for strong and focused financial support • Need to deepen understanding of the implications for Africa • Need for policy recommendations

Rationale and objective of the review Outline of the Report • General context of the negotiations and the review • Analysis of the negotiating text and review of African concerns and positions • Review of proposals/options • Possible negotiating scenarios and policy options • Conclusions and Policy recommendations

Analysis and Recommendations • Shared Vision: focus on long-term cooperative action • Need to undertake negotiations on SV on 2 principles: • Equity • Historical responsibilities and common and differentiated responsibilities • Adaptation and means of implementation • Need to focus on actions: urgent and immediate needs • Need for adaptation costing capacities • Establishment of regional centres • Mitigation • Keep a firewall between mitigation commitments and mitigation actions (NAMAs) • No differentiation • Cooperative sectoral approaches: need to consider further and prepare sectoral studies

Analysis and Recommendations • Finance • Support revenue raising mechanisms based on auctions and levies • Support Mexican proposal if amended • Developed countries to honour past commitments • Direct access • Technology development and transfer • More focus on extending renewable energies • Ensure access to energy and energy services • Focus on sustainable development and poverty reduction • Capacity building • Need of immediate and urgent actions • Develop capacities of negotiators • Develop a strong proposal
