  4. Programme Review DP2 • Priorities • High - Work to achieve the objectives will be continuous. • Medium - Work to achieve the objectives will be carried out as time permits. • Low - Little or no work will be carried out to achieve the objectives.

Programme Review DP2 • Output 1.1 – Safety Oversight Capabilities - High Priority • Comprehensive systems approach for USOAP audits fully established • USOAP Seminar (Regional) conducted in Beijing 12-15 Dec. 2006 (140 participants from 13 State/Administrations) • USOAP Audit in China conducted March/April 2007 • USOAP audit of DPRK/ROK to be conducted in May/June 2008

Programme Review DP2 • Output 1.1 – Safety Oversight Capabilities - High Priority • COSCAP-NA is cooperating with all other Member States with preparations for USOAP audits • CTA and AWE have completed numerous missions to ROK, DPRK, Mongolia in review of Compliance Checklist and/or USOAP Protocols • Other experts have been engaged to assist Member States preparations with USOAP audits • COSCAP-NA has the expertise of USOAP auditor – Mr. Nie Junjian, COSCAP-NA Airworthiness Inspector

Programme Review DP2 • Output 2.1 Harmonization of Regulations, Standards, Guidance (Low) • Harmonization is a resource intensive exercise and States are generally compliant with ICAO requirements • Harmonization on standards and guidance material occurs when material is developed by COSCAP-NA • Example - Dangerous Goods Safety Oversight Manual has been adapted for use by all Member States • Example - Foreign air operator certification and surveillance material developed (provided to ICAO)

Programme Review DP2 • Output 2.1 Harmonization of Regulations, Standards, Guidance (Low) • DGCA Conference of 2006 requested ICAO to establish a Working Group to harmonize requirements for Air Operator regulation and certification • ICAO will present amendments to Annex 6 at the next Assembly Meeting which introduce Foreign Air Operator authorization and surveillance SARPs. Draft guidance material has also been developed • Foreign Air Operator Inspector and On-Job-Training provided to CAAC staff 12 – 15 June 2007

Programme Review DP2 • Output 3.1- Safety Oversight guidance material; audits and inspections in aid of On Job Training • Policy concerning On Job Training developed and forwarded to Member States in Nov. 2004 • On Job Training provided as time permits and when requested by Member States • Since the last SC Meeting OJT conducted in China • Priority is on USOAP preparations at this time

Programme Review DP2 • Recommendation • Level of aviation activity and availability of resources vary significantly between Sates • Balance is required to be maintained between Project Specific Activities and State Specific Activities • Implementation of NARAST Recommendations and preparations for USOAP audits are presently the major focus of COSCAP staff • Member States to advise on adjustment to priorities

Programme Results Reporting – DP3 • COSCAP-NA and donors provide programmes to Member States based on SC priorities • At the subsequent SC Meeting CTA provides a report on the accomplishments of the programme since the previous SC Meeting • On subsequent missions to States CTA may note and follow up on the results of various programmes but there is no formal system to gather this information

Programme Results Reporting – DP3 • Capabilities of Member States within the COSCAP-NA programme vary • Some States participating in a particular programme may receive significant benefit from the programme • Other State may have mature safety oversight systems so may utilize a COSCAP programme as refresher training or to validate that their programme is compliant with ICAO requirements

Programme Results Reporting – DP3 • Some Member States and donors have identified the need to receive more feedback on the results of a particular programme • Results orientated information will assist the SC in deciding on priorities for the COSCAP programme • Where it is identified that States will not be able to fully implement the outputs from a particular programme, then COSCAP/donors could provide additional support

Programme Results Reporting – DP3 • COSCAP programmes have limited resources so any reporting system must not impose an excessive administrative burden • COSCAP programmes are effective as there is a trust relationship between the Member States and ICAO • Feedback on the results of a particular programme may require some time, especially from States with limited resources

Programme Results Reporting – DP3 • Results Reporting requires strong cooperation between COSCAP and Member States • Three core areas identified – NARAST; Course/Seminars; and Missions to States • NARAST already has detailed Record of Discussions and Implementation Status Report which is reviewed at the Steering Committee and NARAST meetings

Programme Results Reporting – DP3 • Courses/Seminars • Letter to be forwarded to DGCA requesting completion of Results Report Form • Information will be gathered on quality of the programme, areas requiring improvement, addition support required and action to be taken or taken by the State • Consolidated report provided to the next SC Meeting

  25. Programme Results Reporting – DP3 • Example from Dangerous Good Safety Oversight Course – November 2006 • Mature State may report that they have a mature DG Safety Oversight Programme in place but some of the material will be utilized to strengthen their programme further

Programme Results Reporting – DP3 • Missions to States • A brief summary provided to the SC Meeting on results of the mission • Results report would not contain detailed technical information such as audit findings but include information on the action being taken • Eg. Audit conducted with National Inspectors on XYZ airlines, report sent by DGCA to air operator requesting Corrective Action plan; and follow up audit in 6 months

  28. Programme Results Reporting – DP3 • Recommendation - The Meeting is invited to review the Results Reporting System Policy and recommend changes and/or approval as appropriate.

  29. ICAO SMS Requirements – DP4 • ICAO Council has adopted amendments to Annexes 6, 11, and 14 to harmonization requirements related to SMS • The ICAO Safety Management Manual (DOC 9859) provides detailed information and guidance for the implementation SMS • ICAO provided SMS train the trainer programmes at ICAO RO, Bangkok during the period of 4 to 15 September 2006 • COSCAP-NA has provided significant support to Member States concerning the implementation of SMS

  30. ICAO SMS Requirements – DP4 • CTA COSCAP-NA has been certified by ICAO to provide ICAO SMS Course (latest version 8) • Late in 2007 ICAO will conduct a review of other Annexes beyond 6, 11, 14 • Revision of ICAO SMS Manual to be completed late 2008

  31. Recommendations SMS – DP4 • COSCAP-NA Steering Committee Meetings be utilized as a forum to provide Member States with the latest developments concerning SMS. • COSCAP-NA to provide workshops, seminars and courses to assist Member States in meeting the requirements of ICAO SARPs related to SMS Implementation as opposed to concepts. • If required and subject to availability of resources, COSCAP-NA to engage short term experts in the areas of SMS to provide support related to implementation.

  32. NARAST Report – DP5 • ICAO Global Aviation Safety Plan (GASP) encourages States to establish regional safety teams • North Asia Regional Aviation Safety Team (NARAST) established under similar arrangement to FAA CAST and JAA JSSI (EASA ESSI) • Recommend Accident Prevention Strategies to the Steering Committee • Once approved – implemented by coordinated efforts of regulatory authorities, in consonance with air operators and manufactures

  33. NARAST Report – DP5 • Terms of Reference Approved at 1st SC Meeting • 6th NARAST Meeting was held in Bangkok Thailand 15 – 17 January 2007 • 42 participants from Member States and airlines, ICAO, FAA, DGAC (France), Airbus, Boeing, Bombardier, IATA, Thales and AAPA

NARAST Report – DP5 • DP5 provides a report to the SC on progress made on implementing of previous recommendations as well as presenting additional recommendations arising from the 6th NARAST Meeting • A total of 46 Recommendations were made to support safety enhancements that will reduce the risk of accidents

NARAST Report – DP5 • Precision-Like Approach Implementation • 33.8H (i) ICAO Performance Based Navigation (PBN) Manager to coordinate PBN implementation with NARAST and APANPIRG to ensure there is no duplication of effort and that implementation is fully compliant with ICAO Global Plan (GPI-5) and uses the guidance provided in the ICAO PBN Manual (DOC9613 revised) • (ii) ICAO is requested to develop a PBN Implementation Checklist and Project Implementation Plan Template that will enable Member States to follow a step-by-step process to assess requirements and implement PBN. Additionally, this will provide ICAO a management tool to monitor the progress of implementation in the States and measure performance of the ICAO PBN programme.

  36. NARAST Report – DP5 • Precision-Like Approach Implementation • 33.7D (i) Efforts related to assisting Member States with the implementation of PBN to be in conformance with the APANPIRG/17 strategies related to PBN. NARAST focus to be on safety aspects such as elimination of the dive and drive technique in non-precision approaches through implementation of APV approaches (RNP and RNP AR approach), as well as implementation of RNAV departures and arrivals, in accordance with the PBN concept. • (ii) Member States to identify the need to implement RNAV in terminal airspace and to develop APV approaches to all runway ends. A State PBN Project Implementation Plan to be developed using the tools provided by ICAO (see 33.8H(ii)).

  37. NARAST Report – DP5 • Precision-Like Approach Implementation • 33.8K (i) COSCAP-NA to provide support to Member States in the development and implementation of their PBN Project Implementation Plan. • (ii) COSCAP-NA to conduct a survey on the capabilities of Member States to develop PBN flight procedures (approaches, arrivals and departures). • (iii) ICAO is requested to provide information on flight procedure design software that may be available for APV approach development.

  38. NARAST Report – DP5 • Precision-Like Approach Implementation • 33.9L Member States are strongly urged to participate in the PBN Workshops, tentatively scheduled for 3-7 September 2007 in India or 10-14 September 2007 in Bangkok, Thailand; and extend an invitation to appropriate air operator and service provider staff. An ICAO State Letter of invitation will be circulated in due time. • 33.8I COSCAP-NA to provide PBN Pans-Ops procedure design training programme where required. DGAC France to be requested to provide this training to the COSCAP-NA programme.

  39. NARAST Report – DP5 • 37. SE-14/15/16/AP 2.05 ALAR - Policies for ALAR (Safety Culture) • 37.8 Member States are requested to ensure adequate participation at the SMS Seminar being arranged at Hainan China 29 - 31 May 2007, as air operators with strong Safety Management Systems Programme will be invited to make presentations • 37.9 COSCAP-NA to review the Outputs / Elements related to SE-14 against the ICAO SMS model as it matures; in particular the accountabilities attributed to the CEOs • 37.10 COSCAP-NA to provide detailed presentations at the next NARAST meeting on specific ICAO SMS requirements

NARAST Report – DP5 • 2.4 SE-27/AP 3.01 Loss of Control (Risk Assessments and Management) • 2.4.1 (i) CAST provided three documents which relate to the ‘Role of Analytical Tools in Airline Flight Safety Management Systems’; ‘Guide to Methods and Tools for Airline Flight Safety Analysis’; and “Survey on Analytical Processes and Requirements for Airline Flight Safety Management”. • (ii) COSCAP-NA to review the three documents forwarded by CAST/FAA against the ICAO SMS Framework and provides feedback to ICAO to seek their inputs, in addition to providing applicable guidance to States.

  41. NARAST Report – DP5 • 13.1 SE-78 Cabin Injury Reduction During Turbulence • Discussion: CTA COSCAP-NA has prepared draft Advisory Circular 016 Preventing Injuries Caused by Turbulence which was discussed by the meeting. The following conclusions were reached concerning the AC: • 13.1.2 (i) States to review Draft Advisory Circular 016 on “Preventing Injuries Caused by Turbulence” and provide comments to COSCAP-NA by 15th March 2007. • (ii) COSCAP-NA to incorporate recommendations, as applicable, and issue Advisory Circular 016 by 15th April, 2007.

  42. NARAST Report – DP5 13.2 SE-120 Map Shift Detection/Prevention, GPS Installation and TAWS Safety Enhancement Discussion: There are some technical aspects of TAWS equipment that may reduce the effectiveness of this safety enhancement (GPS, Qfe) • 13.2.4 COSCAP-NA to develop an Advisory Bulletin (AB) to highlight the difficulties related to reduced capabilities of TAWS equipment where position accuracy is not adequate. The AB to encourage the modification of TAWS equipment to include GPS input or the development of SOPs to deal with Map shifts. In addition emphasis to be provided to ensure that data bases are maintained current. • 13.2.5 Airbus, Boeing and Thales are requested to provide background information on capabilities of aircraft and TAWS equipment as it relates to conducting approaches utilizing Qfe. Target date 31 March 2007.

  43. NARAST Report – DP5 • Recommendations • 9-3 SE-46, 47 Runway Incursions - Air Traffic Control Training • 9.3.7B FAA (Kyle Olsen) requested to assist with procurement of training material from Eurocontrol related to Human Factor training. • 9.3.8 CAAC requested to make a presentation at the next NARAST meeting on their Runway Safety Programme

  44. NARAST Report – DP5 9 – 4 SE49, 50, 51 ,52 Runway Incursion Standard Operating Procedures – Runway Incursion Prevention • 9.4.3A FAA (Glenn Michael) agreed to provide the available material on Runway Incursion/ Safety Programme for use by COSCAP-NA States to include specific examples of Runway Incursion/Safety Programme for large and medium sized airports. The material to be reviewed by COSCAP-NA and provided to States as considered appropriate. • 9.4.3 Ground Operations Safety Seminar with support from AAPA and FSF is tentatively planned for November, 2007. It will be open to all States in the Asia and Pacific Region. The exact date for the seminar to be finalized in coordination with COSCAP-SA and COSCAP-SEA.

  45. NARAST Report – DP5 9-5 SE-55, 59 Runway Incursion - SOPs for Controllers Situational Awareness • 9.5.2 FAA requested to provide information to NARAST concerning procedures/guidance that may have been developed for Operational Supervisors Workshop.

  46. NARAST Report – DP5 • 9 - 6 SE-60 Runway Incursion - Pilot Training • 9.6.9C Airbus agreed to look into the possibility of providing CRM Training / Train the Trainer Courses to COSCAP-NA States. • 9.6.5A Boeing in cooperation with Airbus to include Loft training module that could be utilized in conducting pilot training related to LOFT with target date of 15 April 2007.

  47. NARAST Report – DP5 • Recommendations • 9.6.10B COSCAP-NA developed Draft Advisory Circular 017 on “Prevention of Runway Incursion in Abinitio Training” to be provided to States for review and comments. States to forward comments to COSCAP-NA by 31 March, 2007 after which it will be finalized. • 9.6.11 Action on USOAP Protocol questions related to Runway Safety Programme is considered CLOSED as the necessary information is available in ICAO Runway Incursion Manual 9870, Chapter 3. The manual has been provided to all participants on the 6th NARAST Meeting CD • 9.6.13 COSCAP-NA to approach DGAC France and request for a copy of the Runway Safety Programme for Charles De Gaulle airport in English, if available.

  48. NARAST Report – DP5 SE-30/AP 3.02 - Loss of Control Training (Human Factors and Automation) • 11/6th-1.1 Recognizing the significance of Human Factors in Automation, NARAST decided to adopt SE-30 for implementation in COSCAP-NA States. • 11/6th-1.2 Additional information is awaited from CAST / FAA on SE-30. Safety Enhancement on Loss of Control (Human Factors and Automation) is to be discussed by NARAST when additional information is available from CAST.

  49. NARAST Report – DP5 SE-164 Midair - ACAS Installation • 12/6th-2.1 All NARAST Member States have confirmed that they are fully compliant with ICAO requirements on the carriage of ACAS equipment on board the aircraft. No further action required. Closed

  50. NARAST Report – DP5 SE-121 Cargo - Cargo Loading Training and SOPs • 12/6th-3.1 To be adopted for implementation by NARAST but awaiting additional information from FAA/CAST. • 12/6th-3.2 Korean Airlines to provide a presentation at the next NARAST Meeting on the best practices adopted by the operator on Cargo Safety (Loading Operations and Training).
