  2. The aim of COMPRO is to enhance the development of the clean vehicles market (CNG and hybrid) taking action on the demand side. In concrete terms COMPRO will analyse the conditions for a common procurement of clean collective and public service transport vehicles at European scale by creating an international buyers consortium of local authorities. What is COMPRO

  3. COMPRO gathers an initial number of 4 local authorities: Nantes Metropole (+ Semitan) Bremen (+BSAG) Emilia Romagna Region Gatubolaget (Goteborg) Who is involved

What is the main feature of COMPRO • Create 2working groups of cities to study the feasibility of Common Procurement of clean buses at European level focusing on two defined technologies: • CNG (traditional) • Hybrid (innovative) • Main focus on: • Analysis of the clean vehicles market(European questionnaire) and future trends • Compatibility of legislative and regulatory frameworks for green procurement among countries • Definition of common vehicles standards

The Project Structure COMPRO has been organised in a sequence of 3 phases:Phase I: definition of the object of the contract (selection of technology) → WP2: State of the art and selection of technology/ies Phase II: attainment of the critical mass (commitment of cities) → WP3: Organisation of a group of committed cities Phase III: setting up of a joint procurement → WP5: Setting up of a common procurement procedure A significant role in the implementation of the tree phases is played by the Procurement Management Group (WP4). 

  6. The participatory process The whole study will be implemented following a participatory process involving the automotive industry, national and local governments and public transport operators (within the Procurement Management Group) in order to analyse the conditions for a Common Procurement from different perspectives: • From the demand side • (convergence on common standards/specification) All conditio sine qua non for success • From the supply side • (attitude of the industry towards buyers consortia) • From a juridical perspective • (homogeneisation of regulatory frameworks)

  7. The Partners COMPRO is coordinated by ISIS.
