Kentucky’s current program____________Provides services to Medicaid-eligible Special Education students with an IEP The following are examples of services provided: Speech Therapy/Language Services Physical Therapy Occupational Therapy Behavioral/Mental Health Services Specialized Transportation Nursing Services

  3. Problems Identified____________ • Increased need for mental health services in schools. • Greater access to direct health care services. • Need to offer/expand services to general education students.

  4. Basis of the New Program- “Free Care” On March 11, 2019, Senate Bill 1 was signed into law. There are specific mandates regarding Mental Health Care access in the school. Section (3)(a) “Beginning July, 2021 or as funds and qualified personnel become available, each school district and each public charter school shall employ at least one (1) school counselor in each school with the goals of having (1) school counselor for every two hundred fifty (250) students and the school counselor spending sixty percent (60%) or more of his or her time in direct services to students.”

  5. “Free Care” Services that are offered or provided to ALL students, will now be billable for Medicaid enrolled students.

  6. Random Moment Time Study (RMTS) The random moment time study is a methodology for determining the percentage of a provider’s time that is spent providing approved medical services. *Direct Services *Administrative Services • Administrative cost will not be billable until SY 20/21

  10. Nurse Services 2019/2020 will be a year of planning and initial implementation. Specific providers will be billable Administrative cost will not be billable 2020/2021 – “Free Care” should be fully up and running.
