  1. THE PROBLEMS The problems dealt with in the BALKWASTE project: The Balkan Region includes four different EU Member-States (Greece, Slovenia, Romania & Bulgaria). Waste management in Balkan Countries is dominated by the social and geographical characteristic of the area and is characterized with poor waste infrastructure in comparison to central Europe. The Waste management status in the Balkan Region has certain characteristics, which emphasize the need to promote sustainable solid waste management in the area. In particular, the developing economies of the Balkan countries result in an increasing waste generation that contradicts with EU Policy on waste prevention and recycling. Disposal of solid waste to landfills is the prevailing method in the Balkan Region and treatment activities shall be established. Moreover, there is lack of information regarding waste management and poor institutional capacity, in comparison to central Europe. Sustainable Waste management in the Balkan Region will have a cumulative positive effect for the EU as a whole and it is of significant importance.   2. Waste Balkan Network & Waste Technologies Database The Waste Balkan Network containing both the Stakeholders Directory and the Monitoring Platform has been redesigned. New stakeholders have been added and the monitoring indicators have been updated. The Technologies Database now has an improved dynamic data management. The number of unique visitors to the respective pages has drastically increased (September) after the changes. For more information visit: http://www.wastedb.eu/platform/. T OBJECTIVES Decision Support Software on Waste Management The development of the decision support software (DSS) tool which comprises a holistic approach in solid waste management and is able to evaluate different scenarios including all key elements in designing integrated waste management systems is the main objective of the BALKWASTE project. The DSS tool is ready and has already been validated by the NTUA working team for the case of Crete and Rhodes and by the Euroconsultants team for the case of Athens. The results of the validation phase helped the TUC team proceed with improvement and optimization steps. The tool & the relevant manual are available for use through the BALKWASTE website. Training sessions for the implementation of the software tool Two training sessions will be conducted in Romania and Bulgaria for the demonstration of the tool to competent authorities. The authorities will be contacted by the partners in order to be informed on the date and place of the training sessions. Business plan for funding The construction and operation of waste treatment infrastructure is often hindered by the lack of funds and the permitting procedures. The scope of this report was to offer guidance to stakeholders on how to obtain funds for the realization of a waste management plan and to present the necessary actions for the construction and operation of optimized waste solutions. Report on development of regional solid waste planning The DSS tool will be implemented in the case study areas in Bulgaria and Romania in order to help local authorities draft regional waste management plans. At least 10 Waste Management competent authorities will be trained to apply the DSS tool in Romania & Bulgaria.
