  1. International Scientific Conference. Amazon in Perspective - Integrated Science for a Sustainable Future Might Nearby Protected Areas Constraint Road Deforestation Impacts? The Chico Mendes Extractive Reserve Case Cesar Delgado Dalia Amor Conde Joseph Sexton Alexander Pfaff Manaus – Brazil. Nov 17-20 2008

  2. International Scientific Conference. Amazon in Perspective - Integrated Science for a Sustainable Future The Concept of the Extractive Reserve (ER) • Extractive reserves are areas owned by the state, which give a concession to the association of inhabitants of the reserve, which in turn give use rights to the various families. • The use rights are exclusive, are subject to the sustainable use of the resource, and they cannot be transferred inter vivos. • The exploitation of the rubber tappers’ stands is conducted by the family subject to the rules of the reserve, which are set up by the associations representing them and the state agency responsible for the reserves – CNPT (National Center for Traditional People

  3. International Scientific Conference. Amazon in Perspective - Integrated Science for a Sustainable Future The Chico Mendes Extractive Reserve

  5. International Scientific Conference. Amazon in Perspective - Integrated Science for a Sustainable Future Deforestation in Mendes Park 1989-2007

  7. International Scientific Conference. Amazon in Perspective - Integrated Science for a Sustainable Future How do we measure the effect of PA? • Compare Regional Deforestation Averages in non-protected areas with deforestation inside protected areas. • Very vulnerable to PAs selection bias. (not randomly distributed) • Avoid the random distribution problem by comparing the deforestation inside the park with the deforestation inside the park buffers. • Selection bias can be still present • Leakage problems (force relocation of park inhabitants). • Matching Theory used to compare deforestation rates in Protected Areas with the estimated counterfactual deforestation rate (outside Pas) avoiding the selection bias

  8. International Scientific Conference. Amazon in Perspective - Integrated Science for a Sustainable Future Matching Theory • Statistical check if PAs characteristics are similar or different to non PAs characteristics. If they are different, find the similar pairs of PAs and non PAs. • If characteristics are similar, compare means of the two groups. If characteristics are still significantly different in one of the dimensions, run regressions to fix the problem just with the treated and matched control group • Correct the standard errors as they might be using one observations multiple times.

  9. International Scientific Conference. Amazon in Perspective - Integrated Science for a Sustainable Future Precedents of Applied Matching on Brazil’s PA • Evaluation of the effects of conservation policies in the legal Amazon poster by Robalino, Pfaff and Herrera (poster U-509, Session C) Table 4:Estimates of avoided deforestation in Federal (FCU) and State (SCU) conservation units and Indigenous Lands (IL) between 2000 and 2004 (%).

  10. International Scientific Conference. Amazon in Perspective - Integrated Science for a Sustainable Future Matching Chico Mendes ER Estimates of avoided deforestation by Chico Mendes ER in comparison with the Rest of PAs in Acre near the Inter-Oceanic Highway between 1989 and 2007

  11. International Scientific Conference. Amazon in Perspective - Integrated Science for a Sustainable Future Chico Mendes ER Impact on Road Deforestation • Although Mendes is a class IUCN VI (weakest regarding restrictions), it faces most of the IOH pressure. • The OLS Regression suggests that the deforestation dynamic inside the park is not directly related to the Inter Oceanic Highway (IOH) deforestation • Matching shows that Mendes is curbing deforestation while other parks, that seems to be curbing more, become insignificant once matching correct the randomness bias. • Is Mendes ER strong enough to resist ?
