  1. Overview of Greenhouse Gas Issues • Update on New England Governors and Eastern Canadian Premiers’ Climate Change Action Plan 2001.

NEGC/ECP Regional Goals • Short-term Goal • Reduce regional GHG emissions to 1990 levels by 2010 • Mid-term Goal • Reduce regional GHG emissions by at least 10% below 1990 emissions by 2020, and establish an interactive five-year process, commencing with 2005, to adjust goals • Long-term Goal • Reduce regional GHG emissions sufficiently to eliminate dangerous threat to the climate, current science suggests this will require reductions of 75-85% below current level

NEGC/ECP Nine Action Items • Standardize GHG inventory • Plan to reduce GHG emissions and conserve energy • Public outreach • Government lead by example • GHG reduction from electricity sector • Reduction of energy demand through conservation • Adaptation to climate change impacts • Reduce transportation sector growth and GHG emission • Regional emission registry & explore trading mechanisms

Regional Activities - NEGC/ECP cont. • Year Two • Identifying cost-effective regional strategies: LED traffic lights • Identifying barriers in procurement processes for purchasing more efficient office equipment and vehicles • Challenge colleges and universities to adopt the NEGC/ECP regional reduction goals • Develop framework for regional inventory and registry

Regional Activities - NEGC/ECP cont. • Year Three • Encourage Hydrogen research and development in the region • Develop energy use reduction targets and implementation strategies in government buildings • Develop common education and outreach materials for the region • Adaptation Symposium - Schedule for 2004
