  2. Objectives • Upon completion of this presentation, you will be able to: • State the purpose of the BP pilot; • Describe the design of the BP pilot; and • Explain the outcome of the BP pilot.

  3. Background • It is understood that Hospital-Grade Electric Breast Pumps: • Are time consuming • Are expensive • Are always in demand by participants • Vary from LA to LA

  4. Goals of the Pilot • Eliminate the burden of tracking, retrieval, and cleaning • Provide an electric BP that WIC participants can use for subsequent children • Decrease the cost of hospital-grade electric BP to WIC Program

  5. Objectives of the Pilot • Determine the amount of time to track, clean, and retrieve hospital-grade BP • Follow WIC participants who receive a pilot BP for at least 6 months

  7. Policy Issues of Pilot • Participants must: • Be certified as fully or mostly BF • Be BF > 6 months • Returning to work/school or separated for > 4 hrs/day • Make a commitment to BF for at least 6 months

  8. Policy Issues of Pilot cont. • Participants must: • Attend a class or meet with Peer Counselor to discuss BP • Pick up FIs every month (during pilot only) • Sign a written agreement regarding the use of the pilot pump

  9. Written Agreement • Similar to the Breast Pump Loan Agreements except: • Must agree to keep and use breast pump for subsequent children for 5 years. (Exceptions are made with special circumstances).

  10. Site Selection for Pilot • Central Shenandoah • Largest WIC BF Peer Counselor Program in the state • Have 1 BF Peer Counselor who only handles BP loans

  13. Quantitative Outcomes • As of the end of Aug: • 12 of the pilot moms were still BF, 8 of those > 6 months • Only 2 had used some formula • 6 had completed the program • 2 were lost to follow-up

  15. Quantitative Outcomes cont. • Time Data: • Average time for instruction & F/U with Pilot pump – 8 minutes • Average time for instruction, F/U, retrieval & cleaning for hospital-grade pump – 69 minutes

  18. Background for Calculations • 15% of all infants born in the US are NICU infants • WIC averages 5% part. growth/yr • Average – 10,000 BF part./yr • 78% of women go back to work after birth

  19. Hospital-Grade Pump Background • Contract good for 5 yrs. • WIC purchases on average: • 315 new & 315 refurbished BP/yr • 4,000 collection kits/yr.

  20. Cost to VA WIC • Combined Program: • 1,170 - hospital-grade pump + 5% growth/yr (remains the same) • 6,630 –personal use pump for yr 1 (varies) +

  21. Cost Breakdown • Personal Use Needed: • Yr. 1 – 6,630 • Yr. 2 – 390 (5% growth) • Yr. 3 – 409 (5% growth) • Yr. 4 – 429 (5% growth) • Yr. 5 – 451 (5% growth)

  22. Substantial Cost Savings • VA WIC could save $1,388,693.80 over the course of 5 yrs!!!
