These professionals are committed to highway safety and are dedicated to the transportation Industry. These professionals come from all aspects of the trucking industry and it is that expertise that makes this council one of the very best in the nation. Oklahoma Safety Management Council (OSMC) The Oklahoma Truck Driving Championship is a competition of the state’s best truck drivers. Competitors meet for two days and are challenged with a written exam, pre-trip inspection and a tough skills course. The competition is fierce and the rewards are great. After the event, everyone gathers for a banquet and awards Ceremony. Winner’s in each class go on to participate in the National Truck Driving Championship. CDLIS • The Commercial Driver’s License Information System (CDLIS) is a nationwide computer system that enables state driver licensing agencies (SDLAs) to ensure that each commercial driver has only one driver’s license and one complete driver record. State driver licensing agencies use CDLIS to complete various procedures, including: • Transmitting out-of-state convictions and withdrawals • Transferring the driver record when a commercial driver's license holder moves to another state • Responding to requests for driver status and history • CDLIS was established under the Commercial Motor Vehicle Safety Act (CMVSA) of 1986 and is based on the Federal Motor Carrier Safety Regulations (FMCSRs) in 49 CFR 383 and 384. New Medical Certificate Requirements for Commercial Driver’s License (CDL) Holders Beginning January 30, 2012 all CDL holders must provide information to their State Drivers License Administration regarding the type of commercial motor vehicle they drive with their CDL. Drivers operating in interstate or foreign commerce are required to submit a current medical examiners certificate to obtain a “Certified” medical status as part of their driving record. Failing to “Provide” and “Keep-Up-To-Date” their medical examiners certificate with the SDLA will result in the drivers CDL being down-graded to a non commercial licensing status. New Medical Certificate Requirements for Commercial Driver’s License (CDL) Holders Recently the Oklahoma Department of Public Safety sent out 1500 notices removing all CDL privileges from Oklahoma Commercial Drivers who failed to submit a current medical examiners certificate after being notified that their medical certificates on file had expired. New Medical Certificate Requirements for Commercial Driver’s License (CDL) Holders Since January 30, 2012 any driver who has renewed, upgraded, transferred or obtained a duplicate CDL has already gone through the process of providing DPS with their medical examiners certificate and ‘self-certified’ their operating status. However, if they do not have a license renewal, upgrade or transfer between January 30, 2012 and January 30, 2014 they are responsible for providing DPS with their self-certification BEFORE January 30, 2014. New Medical Certificate Requirements for Commercial Driver’s License (CDL) Holders If the medical examiner’s certificate has expired, the driver must obtain a new one and provide it to the DPS immediately. DPS will send out a letter notifying the driver the medical examiner certificate has expired and the CDL holder will have 30 days to submit a new card. If the driver fails to provide DPS their medical certificates and DPS down-grades their CDL’s, those drivers will have to retest in order for their CDL privileges to be reinstated. New Medical Certificate Requirements for Commercial Driver’s License (CDL) Holders • What are CDL holders required to do? • You must determine what type of commerce you operate in. You must certify to your SDLA to one of the four types of commerce you operate in as listed below, • Interstate non-excepted: You are an Interstate non-excepted driver and must meet the Federal DOT medical card requirements (e.g. – you are “not excepted”). • Interstate excepted: You are an Interstate excepted driver and do not have to meet the Federal DOT medical card requirements. • Intrastate non-excepted: You are an Intrastate non-excepted driver and are required to meet the medical requirements for your State. • Intrastate excepted: You are an Intrastate excepted driver and do not have to meet the medical requirements for your State. • If you are subject to the DOT medical card requirements, provide a copy of each new DOT medical card to your SDLA prior to the expiration of the current DOT medical card. New Medical Certificate Requirements for Commercial Driver’s License (CDL) Holders • How do I determine which type of commercial motor vehicle (CMV) operation I should self-certify to my SDLA? • For the purpose of complying with the new requirements for medical certification, it is important to know how you are using the CMV. To help you decide, follow these steps: • Step 1: Do you, or will you, use a CDL to operate a CMV in interstate or intrastate commerce? • Interstate commerce is when you drive a CMV: • From one State to another State or a foreign country; • Between two places within a State, but during part of the trip, the CMV crosses into another State or foreign country; or • Between two places within a State, but the cargo or passengers are part of a trip that began or will end in another State or foreign country. This decision will tell you to which of the four types of commerce you must self-certify. New Medical Certificate Requirements for Commercial Driver’s License (CDL) Holders • Interstate Commerce: • You operate in excepted interstate commerce when you drive a CMV in interstate commerce only for the following excepted activities: • To transport school children and/or school staff between home and school; • As Federal, State or local government employees; • To transport human corpses or sick or injured persons; • Fire truck or rescue vehicle drivers during emergencies and other related activities; • Primarily in the transportation of propane winter heating fuel when responding to an emergency condition requiring immediate response such as damage to a propane gas system after a storm or flooding; • In Response to a pipeline emergency condition requiring immediate response such as a pipeline leak or rupture; • In custom harvesting on a farm or to transport farm machinery and supplies used in the custom harvesting operation to and from a farm or to transport custom harvested crops to storage or market; • Beekeeper in the seasonal transportation of bees; • Controlled and operated by a farmer, but is not a combination vehicle (power unit and towed unit), and is used to transport agricultural products, farm machinery or farm supplies (no placard able hazardous materials) to and from a farm and within 150 air-miles of the farm; • As a private motor carrier of passengers for non-business purposes ; or • To transport migrant workers The OSMC is not part of the U.S. Government, the U.S. Department of Transportation (DOT) or the FMCSA; therefore the OSMC does not represent the official position or policies of the U.S. Government, DOT or FMCSA

New Medical Certificate Requirements for Commercial Driver’s License (CDL) Holders Interstate Commerce: If you answered yes to one or more of the above activities as the only operation in which you drive, you operate in excepted interstate commerce and do not need a Federal medical examiner’s certificate. If you answered NO to all of the above activities, you operate in non-excepted interstate commerce and are required to provide a current medical examiner’s certificate (49 CFR 391.45),commonly referred to as a medical certificate or DOT card, to your SDLA. Most CDL holders who drive CMVs in interstate commerce are non-excepted interstate commerce drivers. If you operate in both excepted interstate commerce and non-excepted interstate commerce, you must choose non-excepted interstate commerce to be qualified to operate in both types of interstate commerce. You operate in non-excepted intrastate commerce when you drive a CMV only in intrastate commerce and are required to meet your State of licensure’s medical certification requirements. If you operate in both excepted intrastate commerce and non-excepted intrastate commerce, you must choose non-excepted intrastate commerce. If you self-certify to non-excepted interstate on or after January 30, 2012, you must provide your SDLA with either the original or copy of your current medical examiner’s certificate as required by your SDLA. If your medical examiner’s certificate is only valid with a vision, diabetes or a skills performance evaluation variance granted by FMCSA, you may also be asked by your SDLA to provide a copy of that variance document. Driver Status Notification System (DSNS) The Oklahoma Department of Public Safety has created a new system designed to provide employers With up to the minute detailed information on any commercial licensed driver within the state of Oklahoma. With the new DSNS program your company can review driving records for occurrences of convictions, suspensions, disqualifications and points. Driver Status Notification System (DSNS) • Benefits of the DSNS Program • 24/7 access to driver records • Reports current driver status conditions directly from the DPS State Automatic Driver License System • Will notify the employer of reportable accidents: convictions; driver license suspensions and revocations; license expirations, license restorations, and medical certificate expirations. Driver Status Notification System (DSNS) • Participation is simple. • You must first enroll your company in the DSNS Program. • Login to the DSNS portal https://dsns.dps.state.ok.us/ • Subscribe to the DSNS Program. Pay the $50 company enrollment fee. • Enroll your drivers by inputting their Oklahoma Commercial Drivers License Number. • The driver enrollment fee is $5 plus the $25 fee for the Motor Vehicle Report fee. • All Fees are due and payable immediately. • The employer will receive from the Department a notification, via e-mail, to log in to the Driver Status Notification system and receive a current Motor Vehicle Report for the newly enrolled driver. The Motor Vehicle report shall meet the federal requirement of the employer to obtain an annual driving record for the driver. • Enrollment of a driver entitles the employer to receive: • One copy of a Motor Vehicle Report for the driver, • Unlimited electronic notifications, via e-mail related to the driver. • An enrolled driver shall be maintained by the Department in the Driver Status Notification System until removed by the employer.
