  13. Complexities and Challenges of Higher Education Sector • Diversity in Universities structure • Functional autonomy of universities • Regional imbalance of education opportunities in States • Uneven distribution of Universities and Institutions • Varied Regional / State requirements • Multiple regulatory bodies for specialized universities • Different ICT maturity levels of eGovernance readiness NIC EA Initiative

  14. Our understanding of University sector has matured and improved through… 10+ solutions 38+ Universities 7 Center + States / UTs ~10 modules ~100 sub-modules 1 5 Ministry of Tourism Chhattisgarh 2 6 Karnataka Odisha 3 7 Bihar Uttarakhand 4 Kerala NIC EA Initiative

  15. We conducted several workshops with NIC State Units and Universities across the Country • Video Conference • 2 rounds of video conferences held with NIC State units including Chhattisgarh, Kerala, Karnataka, Bihar, Odisha, Uttarakhand, Haryana, Maharashtra, Himachal Pradesh • 9 NIC State units participated in the workshop • Regional workshops • 5 Regional workshops conducted in Delhi, Shillong, Chandigarh, Patna, Bengaluru • 20 States / UTs representatives participated in the workshops • 107 Universities participated • 250+ participants from universities, NIC state units and State Education Directorates NIC EA Initiative

  16. It was understood from the workshops that … University Enterprise Architecture Framework seeks to establish the foundational design for preparing common & generic configurable ERP solution tailored for Indian Universities • There is a need for a common generic ERP solution which covers all business domains and solutions of Universities. • There is an acute challenge faced by universities in terms of availability of reliable hosting / cloud infrastructure solutions. NIC EA Initiative

  17. Tailored University Enterprise Architecture Framework from IndEA Higher Education Sector EA aligned to IndEA framework University Enterprise Architecture Framework Universities ecosystem NIC EA Initiative

  20. IndEA UEAF is an abstract framework for Indian Universities to develop their own architectures Guides UEAF UEAF intends to include all possible functional aspects of any Indian university. In a way, it represents a superset university from where the structural and functional needs could be depicted using the basic elements included herein. Instance of Framework Comprehensive University ERP Solution ……… University #850 University #1 University #2 …………………….. Vision, Mission, Goals Vision, Mission, Goals Vision, Mission, Goals ……………………. Structure #850 Functions: F1, F2, …Fn Structure #1 Functions: F1, F2, …Fn Structure #2 Functions: F1, F2, …Fn ……… • University Enterprise Architecture #850 University Enterprise Architecture #1 • University Enterprise Architecture #2 • University Enterprise Architecture #2 Instance ……… • University ERP Implementation #850 University ERP Implementation #1 • University Enterprise Architecture #2 • University ERP Implementation #2 We understand that each of the 850+ universities are different and unique. Yet the building blocks (organization structure templates, functions, entities, interfaces) would be common / reusable / configurable across universities for ~90% cases whereas for ~10% cases the unique university requirements would be specifically catered to. NIC EA Initiative

  21. University Enterprise Architecture Framework initiative covers… Blueprint Identify information entities required to support business Define thelogical applicationfunctionalities to manage data and processes Workout the application integration Design the security layer Outline the performance metrics Decide the technologiesand define deployment architectures UEAF governance Common structure and functions, and variations Business Data Domains Dimensions Application Define the business framework • Core • Supporting • Ancillary • Enabling Technology Governance Performance App Integration Security Common / shareable / reusable / configurable / interoperable building blocks NIC EA Initiative
