This module guides you through the revalidation process of a study project. Only authenticated users with a Post-Appeal Study Task Lead and FEMA Lead role can manage the revalidation process for a study project. Training manual users will find workflow and role diagrams throughout the modules. Web-based users, may click on the “View Workflow” and “View Role” buttons to see where you are in the workflow and role descriptions with associated organization types. Determine Revalidation Required/Revalidations MANAGE REVALIDATION The Post-Appeal Study Task Lead is responsible for identifying any LOMCs that were received since the final SOMA checklist was prepared. For each community listed, indicate if revalidation of any LOMCs is required and type any comments in the space provided. Reminder: Online Help content provides assistance to users and is available throughout the MIP. Throughout this module the role performing the activity and a numerical or descriptive identifier for the screen are displayed in bold on the bottom left and right hand corners of the screen shot to the right. Manage Revalidation ROLE: Post-Appeal Study Task Lead Description: Responsible for post-appeal post preliminary processing including preparing and distributing the LFD, creating the Final Rule for the Federal Register, and the revalidation process. Organization Type: Assigned PostPrelim Org. Any org type could register to do this task. SP20Determine Revalidation Required Decide if revalidation of LOMCs is required. If yes, the project moves to Prepare Revalidation Letter (SP21). If no, you are done with the study workflow! Post-Appeal Study Task Lead SP20 Where are you in the Workflow?

Determine Revalidation Required/Community LOMC List MANAGE REVALIDATION SP20 Post-Appeal Study Task Lead This screen should be used to prepare a list of LOMCs similar to the SOMA, which includes all LOMCs that were included on the preliminary and final SOMA and any LOMCs that were completed since the final SOMA was prepared. Leave all relevant LOMCs on the list for the record, regardless of whether or not revalidation is required. Select a case number from the drop-down and click “Retrieve Case” to complete new mapping data. You will need a copy of the preliminary map and the LOMC case file to enter the required information. You will need to review each identified LOMC to determine whether it has been affected by new flood hazard information and if it can be incorporated into the FIRM.

Determine Revalidation Required/Community LOMC List MANAGE REVALIDATION Post-Appeal Study Task Lead SP20 (Continued) Note: This screen could take considerable time to complete so it is recommended that you “Save Work” often. “New Zone” is a new floodplain determination based on the new data used for the preliminary map and the detailed information provided in the LOMC case file. If the LOMC is large enough to map it should be incorporated into the new preliminary map panels. If a LOMC is being superseded by the new preliminary map, select the appropriate response from the “Reason determination will be superseded” drop-down list. For all study workflow tasks, there will be a Review screen (where all task information entered can be reviewed) and a Complete Task screen.

  5. Determine Revalidation Required/Community LOMC List MANAGE REVALIDATION Post-Appeal Study Task Lead SP20 (Continued) Indicate whether the LOMC case should be included on the SOMA list. Select the applicable SOMA category from the drop-down list and whether the LOMC should be revalidated. Revalidation involves re-issuing the LOMC one day after the new FIRM panel becomes effective. Category 2 LOMCs need to be revalidated after the revised FIRM panels become effective. Enter the new panel number on which the LOMC will be mapped. Make sure to retrieve, review and add all relevant LOMC cases.

  6. Prepare Revalidation Letter MANAGE REVALIDATION The Post-Appeal Study Task Lead is responsible for identifying the number of LOMCs revalidated for each community listed. Enter the number of LOMCs to be revalidated on the Revalidation Letter. Organization Type: ModRMC, ModHQ SP21Prepare Revalidation Letter (Only the SOMA Category 2 LOMCs get revalidated, but all LOMCs should be listed.)   7. Review Revalidation Docket MANAGE REVALIDATION The FEMA Lead is responsible for approving or rejecting the revalidation docket. If the revalidation docket is rejected, it gets sent back to the Post-Appeal Study Task Lead for correction. If the revalidation docket is approved, it gets sent to the Post-Appeal Study Task Lead for distribution. Manage Revalidation ROLE: FEMA Lead Description of Role: Conduct final meetings, approve BFE and LFD dockets, and approve appeal resolution letters, suspension notifications, and revalidation letters. Organization Type: FEMA Region, FEMA HQ SP22Review Revalidation Docket Decide if the revalidation docket is acceptable. If yes, go to Distribute Revalidation Letter (SP23). If no, go back to Prepare Revalidation Letter (SP21) for rework. FEMA Lead SP22 Where are you in the Workflow?

  8. Distribute Revalidation Letter MANAGE REVALIDATION Post-Appeal Study Task Lead SP23 The Post-Appeal Study Task Lead is responsible for distributing the approved revalidation letter. Enter the date that the revalidation letter was mailed to the communities. Take the time to complete the short Self Quiz on the following page before proceeding to the next training module.
