    21. Tim Anthony Di Guiseppe, Director TD Government Solutions, Inc. Tim Di Guiseppe President of TD Government Solutions, Inc., of Johnstown, PA . As a government contracts and construction expert, Mr. Di Guiseppe provides consulting and litigation support services on issues relating to contract claims and disputes resolution, contract compliance, cost accounting, operational and contract management, requests for equitable adjustments, defective pricing, and fraud investigations. His experience includes forensic accounting and litigation support, strategic planning and analysis, process and controls evaluation; contract cost analysis, management and measurement, financial accounting and reporting, and evaluation of compliance programs. Mr. Di Guiseppe’s litigation and dispute resolution consulting services focus on the application of forensic accounting techniques in the analysis of contracting terms and conditions, cost accounting standards and financial matters involving government and commercial disputes such as defective pricing and fraud, Qui Tam and False Claims, contract pricing, business valuation, and regulatory noncompliance.     22. Charles L. Wilkins, Senior Managing Director FTI Consulting, Inc. Mr. Wilkins is a senior managing director of FTI Consulting Inc. His primary areas of expertise are public contract dispute resolution and avoidance, construction claims and litigation and commercial dispute resolution. Mr. Wilkins has more than 35 years of experience involving public contracts from both inside the aerospace and defense industry and as professional advisor. He has been engaged to provide consultation and his professional opinion in commercial litigation matters as well. During his industry career he held key management positions, including senior corporate auditor, controller and chief financial officer, in manufacturing organizations, including those involved in aerospace, defense, electronics, capital goods, mining and other industries. During his professional consulting career, Mr. Wilkins has assisted most of the larger defense contractors in the United States, and other large and small commercial and government contract clients in a wide array of services including litigation and dispute resolution, industry advisory and expression of his professional opinions, and on compliance matters and profit maximization.     23. Michael A. Hordell, Partner Pepper Hamilton LLP Michael A. Hordell is a partner with Pepper Hamilton LLP, resident in the Washington office. He concentrates his practice in government contracts matters. Mr. Hordell advises small and large business clients on a range of government contracts issues, including proposal preparation and business counseling; GSA Multiple Award Schedule contracting, strategic alliances, subcontracting relationships; teaming agreements and joint ventures; rights in technical data and computer software; homeland security; antiterrorism; small business preferences; prosecution and defense of bid protests at the General Accounting Office, the Federal Aviation Administration, the U.S. Court of Federal Claims and other forums; debarment and suspension matters; compliance reviews; claims preparation; and litigation. He concentrates his practice in government contracts matters. Rod Marvin helps clients generate and preserve value by helping them identify, assess and mitigate the risks arising in the solicitation, award, administration, and termination of contracts and other types of agreements used by the government to meet its needs for goods and services, including research and development.
