ICAO USOAP Requirements • ICAO’s Universal Safety Oversight Audit Programme – USOAP, ensures implementation of the safety-related SARPs (Standards and Recommended Practices) -By 1999 USOAP focus on: Annex 1 – Personnel Licensing Annex 6 – Operation of Aircraft Annex 8 – Airworthiness of Aircraft -2001 ICAO Assembly expanded USOAP to:Annex 11–Air Traffic Services Annex 14–Aerodromes

  5. CAA SMS PROGRAM INITIATIVES

CAA SMS Program Initiatives • CAA established Annex 11, ATS - Air Traffic Services SMS in 2003 • CAA requires 6 operators to develop their own aircraft operation and maintenance SMS to meet Annex 6 requirements by the end of 2007 • CAA requirement for aerodrome operations SMS at 3 major airports in Taipei FIR to meet Annex 14 requirements by the beginning of 2008

ATS SMS • Reviewed and set ATS regulations and procedures in compliance with ICAO SARPs • Set an acceptable level of safety standard (2.12 ATS incidents per 100,000 flights) • Determine whether the system is operating in accordance with expectations • Identify where action may be required to enhance performance levels to meet expected results • Managed Self-Audit Program: • 56 audits completed to date • Safety audits of 52 ATS units and facilities • Fulfilling required ATS safety performance monitoring functions

  9. AIRCRAFT OPERATIONS AND MAINTENANCE SMS

Aircraft Operations and Maintenance SMS • CAA guidelines and advisory material are IAW international standards • Sustain improvements in operators inspections • CAA made SMS mandatory for all operators on January 17, 2007 • Develop and implement immunity reporting system • Streamline mutual communication between managers and operators • Establish internal safety action groups and review boards inside air carrier organizations • Promote IATA IOSA evaluation for air transportation

Aerodrome SMS Development Review • SMS • SMS Implementation Plan (SMSIP) • Three major training initiatives for SMS: • The management-level SMS training course • The safety committee training course • All airport employee SMS training course • Taiwan’s Taoyuan and Kaohsiung International Airports have each completed: • SMS Manual • SCM (Safety Committee Manual)

Aerodrome SMS Development 2005 -2006 • SMS development and training implementation program: • SMS Manuals for Taoyuan and Kaohsiung International Airports - Completed 2006 • Taoyuan and Kaohsiung International Airports each published and implemented their own airport SMS - Completed on February 17, 2007.

Aerodrome SMS Development2007 • Taipei Shungshan International Airport SMS Development and Training Implementation Program: • The senior-level management SMS training course completed on March 8 and March 28, 2007. • The employee SMS training course completed on April 10, 2007. • The Safety Committee training course completed on May 5, 2007. • Taipei Shungshan International Airport scheduled to complete their own SMS and SCM manuals by July 1, 2007, and will begin operating under the SMS system by January 1, 2008.

CAA Future Outlook and ChallengesATS SMS • CAA plays the role of both ATS Regulator and Service Provider • Sort out and rearrange particularly the jobs and responsibilities for both roles • Build a safety culture • Both attitudinal and structural, relating to individuals and organizations • A safety culture may be slow to mature, but, with management support, it can be successfully accomplished

CAA Future Outlook and Challenges AircraftOperation and Maintenance SMS • SMS is a requirement for all airline operators • Alignment of SMS process involves all employees at all levels and provides for an increase in open and honest communications • Guidance from CAA on how to implement and manage SMS will enhance the achievement of safety goals

CAA Future Outlook and Challenges Aerodrome SMS • Increase and maintain Aerodrome Certification Inspector (ACI) staff levels • Achieve compliance with ICAO SARPs • Continue developing Aerodrome SMS • Develop data gathering system • Continue SMS training program • Expand requirements for SMS training initiatives • Expand certification program to include all domestic airports
