  8. Funding Sources Investigated HPA contacted over 35 organizations, most do not provide funding but are informational resources including: CLCT, CISMA, SuAsCo, OAR, Chelmsford Water District, MIPAG, & COLAP

  9. CPC Application / Town Meeting • Good News! • $25,000.00 approved by town • ONE TIME ONLY! • We need to find money for all future treatments of the pond

Aquatic Control Progress • Notified abutters via certified mail (April) • Submitted NOI with Chelmsford Conservation Committee on May 3, 2011 • Meeting planned to submit NOI with Westford Conservation Committee on May 11, 2011 • State DEP license to apply chemicals requires Order of Conditions from towns • No federal permit required this year • First treatment probable for late May / early June • Permits good for three to five years, can be extended for nominal fee

What we have learned • Invasive weeds • 2000 survey = spotty coverage of fanwort • 2004 survey = 80% coverage of fanwort • 2005 - $50K treatment • 2010 survey = spotty coverage of fanwort and curly leaf pondweed • Invasive weeds are managed, not eradicated • Requires annual survey and treatment • Algae blooms • Caused by too much phosphorus in water • Hart Pond = 0.051 mg/L (>5X the recommended limit) • Copper sulfate treatment only knocks back the algae • Only real cure is to reduce the phosphorus to <0.01 mg/L • Educate watershed residents (newsletter) • ID point sources (stream teams)

Future Health of Hart Pond • Comprehensive LakeManagement Plan • Invasive weeds • Nutrient load andalgae blooms • Pollution • Community education • Cost $10K-$15K/year • Funded through state and federal grants, fund raisers, and HPA members • Grants require data collection (stream team), matching funds, and tax exempt status

To Receive Grants From State or Federal Sources Tax Exempt Status Stream Teams Volunteers collect water samples from Hart Pond and tributaries Data required for grant application Minimum 12 samples at $71.00/sample = $2,556.00 Only way to identify point sources of phosphorus • Requires incorporating the association • Applying for Tax Exempt Status with the IRS • Takes 12 to 18 months • Costs about $3,000.00 plus ongoing $185.00 renewal fee for NFP corp.
