  1. Summary of Expansion Plans at the Cornwall Regional Airport Presentation to City Council and Township Council - September 2013

Discussion regarding an expansion has been on going for some time. • 3, 500 foot runways were the standard in the 1980’s when the airport officially became Cornwall Regional Airport. • Most regional airports have moved to 5, 000± feet or similar. Brockville expanded to 4, 500 feet in 2005. • Expansion provides for further operational flexibility and business expansion opportunities.

  3. The commission developed a detailed plan in 2008. Elements of this plan for the Airport include; • Expansion of the runway to 5, 000 feet • A permanent terminal • Parking and Apron expansion • Rehabilitation of existing surfaces • Jet fuel dispensing capability • Creation of an aviation business park • Improvement to Automated Weather Observation System (AWOS) • Select utility improvements The expansion was endorsed by both municipalities in 2008, pending funding from senior governments.

  4. Details of the expansion were fine tuned to provide that the runway expansion was Easterly (more practical). • Primary implementation to date has been securing the lands needed, this had been carried through with the cooperation of the Commission, the Township and the City. • The Commission continues to actively promote the plan and seek out funding. • Airport expansion is identified as an action item in the Economic Development Strategic Plan (2012 update).

  5. Summary of Costs • The 2008 plan estimated the expansion at $5.2 million (2008 dollars) total for all elements, not including land. • Detailed costs are • Airside (runway, apron, fuel) = $3.425 M • Permanent Terminal = $850 K • Aviation Business Park = $750 K • Support / Utility Improvements = $175 K • TOTAL = $5.2 Million

  6. Senior Government Funding • Recognition is that to be able to move forward senior government funding will be necessary. • Could be through infrastructure or other funding mechanisms. • The Resolution adopted in 2008 speaks to this specifically. • Guy Lauzon, M.P. has been actively promoting this project. • Looking to reaffirm Municipal support to continue his activity and efforts.

  7. Impact and Business Opportunities • Political connections to developing supply chain management base in the region. • Aviation related industries. • Migration of select smaller aviation industries from international airports (Montreal, Ottawa). • Corporate aircraft, more flexible if 5,000 feet • Law enforcement, EMS, and government use. • Employment creation. • Package and air courier business.
