Wiske Jult 22-06-2009 Political context Lisbon treaty more or less agreed Serious impact on external policy • - a more consistent policy vis à vis all developing countries • Coherence of external action and development instruments • - The visibility and ‘autonomy’ of development coop in the general external policy • - Minimalising the costs of duplication en transactions • - Poverty reduction as the objective of development coop reflected in the EU budget Clearly: a transition period with a lot of room for manoevring and interpretation
