About CIPS • Set up in May 2010 as an Autonomous Organization in pursuance of the recommendations of the XIII Finance Commission • works with State, Central and District level Government Departments and Functionaries in developing policies and practices for promoting an innovative culture for transforming creative ideas into sustainable practices for improving service delivery. • The focus areas of CIPS are Education, Health, e-Governance and Urban Governance.

About CIPS Mandates relating to Information Capture • Scout, scan and track different innovations at the state as well as at the national level that have positively impacted public service delivery, increased efficiency and led to cost reduction. • Create a public domain inventory of innovations in public systems, government departments for the purpose of knowledge management and diffusion of innovations. • Facilitate pursuit of diagnostic studies to identify possible barriers that block innovation and also factors that facilitate innovations in public systems. • Develop a body of knowledge including research based case studies, comparative analyses of innovations and experience of their diffusion within and across the states using multimedia and multi-language learning materials for becoming more innovative in the delivery of public services.

Innovative Practices in Public Systems • The term Innovative Practices may be defined as a technology or processes introduced in the past 3 years to provide services in an effective and efficient manner. Facilitate Pursuit of Diagnostic Studies • Study of common service centres in 7 states – Jharkhand, Jammu & Kashmir, Madhya Pradesh, Kerala, Andhra Pradesh, Rajasthan and Tripura. • Need Assessment study in the pilot blocks of National Optic Fibre Network • Study on Jawahar Knowledge Centre of government degree colleges of Andhra Pradesh • Comparison of Online Scholarship Management Portals – E Grantz of Kerala, E Pass of Andhra Pradesh & Saksham of Uttar Pradesh.

CIPS Case Studies • CIPS has so far published 17 Detailed Project Reports for the purpose of Replication. • These documents have been prepared in house and in association with organizations such as ASCI-Hyderabad, One World Foundation-New Delhi, ACCESS Healthcare- ISB, Hyderabad, Medium Healthcare Consulting-Hyderabad and Anusandhan Trust-Mumbai. • Another 16 process documents are currently being reviewed. • These documents are published online for open access in CIPS website

  23. Efforts in Replication of Various Practices • The CMC, Vellore and MGIMS, Sevagram have a strong model of rural orientation by virtue of their linkages with PHCs. Hence, there is a felt need for seamless integration of Medical Education with primary (PHC) and secondary health care institutions (CHC). • This model has been intended to be replicated in India and in consultation with the Ministry of Health & Family Welfare and Department of Administrative Reforms of Govt. of India, this model is currently being replicated in the following 5 Medical Colleges in India. • Rangaraya Medical College, Kakinada, Andhra Pradesh • Agartala Government Medical College, Agartala, Tripura • Government Medical College, Patiala, Punjab • Jorhat Medical College, Jorhat, Assam • Vadodara Medical College, Gujarat

  24. Efforts in Replication of Various Practices • In order to cater to the health needs of rural areas, the government of Assam brought in The Assam Rural Health Regulatory Act in 2004. The main motto of introducing this act is to increase in trained manpower for rural areas and in the health sector. • Through this act, Assam brought in 3 Year Rural Medical Practitioners Course “Diploma in Medicine and Rural Health Care” under Medical Education. This course resulted a substantial improvement of health services at the Sub Centres in Assam, by increasing institutional deliveries and improving out-patient services. • This course has currently been renamed as Bachelor of Science (Community Health) and approved by Union Cabinet (Ministry of Health and Family Welfare, Govt. of India) in November 2013 for training mid-level health workers for primary health care in rural areas.

Efforts in Replication of Various Practices • Ernakulam Government Hospital (Kerala) was one of the earliest public institutions in the country to have received NABH Accreditation for the quality improvement measures. CIPS has showcased the details of this institution at a number of its programmes. • After showcasing their experience in Madurai, Tamil Nadu (April, 2012) and Bangalore, Karnataka (August, 2012), a Video Conference was held on 5th January, 2013. Representatives from the hospitals of various states such as Kerala, Maharashtra, Karnataka, Gujarat, Punjab, Himachal Pradesh, Haryana (Chandigarh, Rothak & Faridabad) and officers of NABH & NABL from New Delhi had participated in this video conference.

  26. Efforts in Replication of Various Practices • IT@School is a project of Department of General Education, Government of Kerala, setup in 2001, to foster the IT education in schools. The IT Education has been provided to the students of 8th Standard to 12th Standard in the state covering as many as 8,000 schools. This project is one of the largest Simultaneous deployments of FOSS (Free and Open Software Systems) initiatives in the Education sector. This programme is centred on a team of 200 master trainers, 5600 IT coordinators drawn from the teaching community and 1.6 million students. • States such as Jharkhand & Chhattisgarh is interested to replicate the same

Efforts in Replication of Various Practices • DRDO has perfected an eco-friendly biodegradation technology for human waste disposal for armed forces. • Subsequently, the technology has been extended to Indian Railways for on-board treatment of human waste. Recently developed version of this technology has been named as 'BioTank' an excellent low cost alternative of the conventional septic tanks currently used by individual houses and communities. • As a result of CIPS advocacy, the Govt. of Meghalaya showed an interest and after intensive consultations, the Meghalaya Government has signed an MoU with CIPS in the month of June, 2013 for implementing this programme on a large scale, across the entire State of Meghalaya.
