Overview 1.1 introduction The International Forum for Advancement in Medicine (IFAM) is a world-class association of medical pro- fessionals, to be headquartered at the International Medical Exposition Centre (The Centre) in Tehran, Iran. Devised as a solution to the challenges facing the global medical community in the 21st century, IFAM seeks to encourage scientific and trade interactions between medical professionals from around the world. The IFAM model includes an overarching medical professionals organization, headquartered at an un- precedented medical convention complex that includes, copious conference and convention facilities, lecture halls and demonstration operating theatres, an on-site medical office tower, a five-star hotel, a membership only health club, and industry-leading exhibition space for manufacturer showrooms. The flagship facility will be located in Tehran, Iran. As medicine becomes more complex, with a greater range of treatments and sophisticated equipment and pharmacology, distilling a consensus on best practices and policy is increasingly difficult. While the medical community has done well to make the relevant information publicly available, barriers of cost, technical expertise, and access to technology and medicine threaten to further polarize the quality of care along socioeconomic and national fault lines. When one considers that similar essential public health crises exist worldwide, then the greater polariza- tion of medical thought undoubtedly stands to diminish the ability of health care professionals to offer the best care to patients. IFAM takes the notion of the “medical community” to the next level, by encouraging professionals with varied backgrounds and varied expertise to engage through conventions and confer- ences, transactions and trade. The express goal is to break down the barriers of access that create disparities in the quality of care and allow every medical provider, regardless of their practice’s financial means, to seek personal advancement and excellence. No other institution or organization offers such a comprehensive range of tailored services for the medical industry. By employing innovative models of open commerce, Iran stands to once again become an engine that drives advancement in medicine, science, and technology worldwide. The exchange of education, innovation, and commerce is a modern forum for the international medical community.

  5. 1.2 The Organization The International Forum for Advancement in Medicine is a membership-based organization that seeks to establish networks for medical innovation on an international level. Drawing on the experience and leadership of Iranian medical professionals around the world, IFAM will facilitate new opportunities to improve quality of care worldwide. By concentrating human-capital resources in an organized and predictive manner, IFAM will arm health care professionals including surgeons, physicians, dental practitioners, eye-care specialists, radiologists, professional pharmacists, hospital administrators and other health technology disciplines, with the education and technology necessary to tackle the public health crisis facing not only Iranians, but also populations worldwide. 1.3 The International Medical Exposition Centre (The Centre) IFAM is to be headquartered at The Centre, a state-of-the-art complex for medical exchange, to be located in Tehran, Iran. By integrating convention and conference spaces with field-specific facilities such as demonstration operating theatres and lecture halls, The Centre offers all of the venues necessary to encourage efficient and effective dissemination of medical opinion. Such facilities will serve as the ideal “classroom” for the international community of medical professionals. In addition, The Centre will house the accommodations and amenities necessary to cater to international guests. A five-star, 300-room, hotel located within the complex will offer visiting doctors quick access to events, but also an excellent platform from which to begin their explorations of cosmopolitan Tehran. Numerous on-site restaurants and cafés will serve both visitors and members of the Medical Club of Iran, a “membership only” club, designed exclusively for the Iranian medical community. The Centre will also house a luxurious sport and health club with two covered swimming pools that will not only serve IFAM members year-round, but also open its doors to guests looking to continue their workout regimens while in Iran.

  6. Finally, The Centre will include venues that showcase medical equipment, pharmaceuticals, and services. Extensive exposition space will allow manufacturers to establish national or regional showrooms. Institutions or organizations seeking to procure new technology will be able to easily compare offerings from different manufacturers. In addition, The Centre will serve as a medical office park, the home for various practices that will attract discerning Iranians and international patients seeking high quality care in a purpose-built setting.   8. 300 Room Hotel Health Club Demonstration Operating Theatres Expo Space Purpose 2.1 Foster Medical Innovation A key component of IFAM’s organizational goals is the fostering of medical innovation both in Iran and abroad. The construction of The Centre would accomplish this on two mutually dependent levels of the medical profession. On the level of education, creating an industry-specific environment in which medical professionals can share ideas freely and efficiently will enable both groundbreaking discoveries and standardized clinical guidelines to pass from doctor to doctor, unencumbered by traditional barriers such as geography, expertise, and cost. In this sense, medical professionals can ensure their findings do not merely have a local impact, but a swift international impact as well. Information ranging from the best surgical techniques to the content of bioethical debate will be funneled through the IFAM model so as to empower medical professionals to advance their health care systems to higher standards of quality and care. On the level of industry and trade, such an environment would bring suppliers and buyers into one arena, driving sales with an unprecedented level of personal interaction and hands-on experience. Institutions and individuals seeking new medical equipment or pharmacological systems will be empowered with the ability to compare manufacturers’ offerings in one space. Both international and domestic suppliers will conversely be provided with a large multinational platform from which to advance their brands. The combination of the two effects ensures that medical professionals are able to make prudent decisions about the equipment and medicines they choose to utilize in their own practices, raising access to high quality healthcare worldwide. The connection between education and commerce is innovation. By creating a single venue that caters to both aspects of the medical industry, The Centre stands to foster greater innovation by highlighting the specific challenges facing the world’s health care providers in a framework that is both accessible and inspirational to the key innovators in the field.

Expo Space Convention Space 150 Person Lecture Halls 600 Person Hall 2.2 Encourage Global Initiatives Unity Among Iranian Health Care Providers The IFAM organization would be the first of its kind Forum to connect the medical professionals of the Iranian Diaspora with medical professionals practicing in Iran. Membership in the organization would be offered to all doctors of Iranian descent. Creating such a group of ambitious individuals, who thrive in varied cultural contexts, would concentrate a great deal of expertise into a single organizational system. Incorporating domestic and international professionals in the IFAM model would have a number of benefits. Firstly, it would provide direct routes through which information of the newest practices would flow in and out of Iran. Secondly, it would allow the Iranian medical community to enrich and coordinate research efforts with international input. Finally, it would enable Iranian doctors to draw on the experiences of their compatriots practicing abroad in order to make predictive decisions about their practices in Iran. In addition, IFAM would empower the Iranian medical community, both at home and abroad, to act as ambassadors for the Iranian people. Presenting Iranian medical professionals as socially-conscious and engaged individuals is key to creating an inviting environment for international exchange.

Superior Infrastructure Tourism Major Metropolitan City Tourist Landmarks Medical Diplomacy The broader implication of the “tourism” that IFAM seeks to encourage can be described in the context of medical diplomacy. Former American Secretary of Health and Human Services Tommy Thompson has described medical diplomacy as “the winning of hearts and minds of people … by exporting medical care, expertise, and personnel to help those who need it most.” In the sense that IFAM is a venue where ideas, goods, and services are traded, the engagement of medical diplomacy is a distinct possibility for the organization. The provision of medical care cannot be constrained by political considerations. In this sense “the winning of hearts and minds” is a matter of trust. By engaging medical professionals within a constructive setting, IFAM seeks to remove political considerations from the calculations of public health officials and the medical equipment and pharmaceutical industries. By connecting the decision makers of various health systems and their key suppliers in an apolitical environment, IFAM seeks to engender an overarching sense that the obligations of medical professionals to their patients trump all other considerations.

  11. Economic Feasibility As an international venue for medical exchange, the economic outlook for The Centre is highly favorable. The introduction of foreign suppliers and consumers would inject foreign currency into the local market. 3.1 Development and Capital Raise Developers The developers and originators of the International Medical Exposition Centre, Argentum Development Company, will oversee the design, development, and capital raise for the timely delivery of the project. Argentum will work in concert with industry partners to bring specialized expertise and experience in order to deliver a world-class and unprecedented concept for Iran. Argentum expects to receive government support in the provisions of finances, political will, location, strong legal and regulatory framework, domestic and international linkages, promotional strategies, and human capital. Financial Feasibility Study Considering the immense scope of The Centre, the IFAM management seeks to utilize the highest levels of study and review to ensure financial viability and security from development to delivery to management. The initial feasibility report that will outline the financial commitment necessary to deliver The Centre will be conducted by the globally recognized Macquarie Capital Advisers, a subsidiary of Macquarie Group of Australia, one of the world’s foremost financial institutions. The study will include recommendations on the appropriate commercial structures, a financial analysis including cash flow and projected return on investment, the level of necessary government obligations, and a roadmap for implementation and financing. Such a study will provide the clarity necessary to deliver The Centre in a cost-effective and timely manner.

Novartis, gsk, 3M, Aesculap, Boston Medical, Cordis, Guidant, Hiticha, Johnson & Johnson, Medtronic, Ohmeda, Philips, Siemens, Smith & Nephew, Stryker Founders Capital The founder’s capital necessary to deliver The Centre will be derived from three areas. Firstly, the executive management of IFAM will seek a financial commitment from the government of Iran, in the form of sovereign guarantees and seed capital. Secondly, the management will also source private capital contributions through placement memorandums for each separate component of the complex. Finally, the management will use IFAM’s profile to raise capital via naming rights for the various lecture halls, confer- ences rooms, and other spaces of the complex, thereby engaging the medical community to take on some of the initial costs of what will be an immensely beneficial centre of education and trade. 3.2 Trade There are over 80 international medical suppliers currently represented in Iran. Giant medical supply and pharmaceutical companies including leaders such as Phillips, Siemens, Bayer and Novartis currently sup- ply Iran through 100 Iranian representative companies. These same companies would be contracted to open regional sales offices in the dedicated showrooms of The Centre. Given the high quantity of potential buyers that The Centre would attract, such exposition space would be highly valuable to medical industry suppliers. The Centre would establish Tehran as the region’s primary marketplace for medical goods. Iran is also home to a well-established and highly respected pharmaceutical industry. In a comprehensive review of the nation’s pharmaceutical manufacturers, Dr. Kavoos Basmenji of the Ministry of Health and Medical Education, found that Iran manufactures over 600 different pharmaceutical products, including complicated products such as soft-gelatin capsules, and sustained-release preparations. Operating at only 65% of total nominal capacity, Iran’s pharmaceutical industry is poised for expansion into international markets. The Centre would serve as a hub for Iran’s pharmaceutical manufacturers, drawing potential buyers from Central Asia, the Caucasus, the Mediterranean, and the Middle East. With dedicated showrooms and the ability to hold demonstrations and seminars, Iran’s pharmaceutical corporations would be better equipped to drive sales in international markets.

Expo Halls Seminar Spaces Auditoriums Small Lecture Halls 3.3 Event Hosting Iran’s major cities currently host over 200 medical conventions and conferences each year, ranging from single-day seminars, to weeklong conventions. The event hosting capabilities of The Centre would capture a large percentage of these events. Advantageously comprised of Class-A facilities dedicated entirely to medical conferences, The Centre will undoubtedly enjoy a high volume of events. Medical conventions are especially lucrative for a few key reasons. Medical professionals tend to have significant disposable incomes and consequently spend more. Furthermore, they are more likely to be accompanied by friends or family when attending a conference or convention. And finally, medical professionals are more inclined to extend trips to enjoy city attractions. In 2008, the U.S. city of San Diego, with a resident population of 3 million, hosted 16 medical conventions, grossing a massive USD $726 million, including USD $13 million in tax revenue. While these figures may not be off-hand generalizable to Tehran, they are demonstrative of the immense economic impact that medical conventions can have on the local economy. Finally, The Centre would also act as a natural home for medical institutions and universities that wish to open themselves to new markets. By providing all of the facilities necessary for clinics and seminars, The Centre would essentially act as a remote campus for the world’s foremost schools of medicine. Enabling institutional experience and expertise to be shared amongst a broader audience, such a situation would not only broaden the renown of the guest institutions, but offer global access to the institutions that drive medical progress. 3.4 Tourism The global medical community is constituted by highly educated individuals, who would appreciate the cultural immersion offered by a trip to Iran. In this sense, tourism will be a key draw of the IFAM model. By nesting top-flight medical initiatives in the timeless setting of Tehran, IFAM will be able to craft a unique and enveloping experience for those medical professionals who travel to attend events at The Centre. Medical professionals will

  14. at one moment be invested in tough conversations regarding the costs of healthcare and the speed of innovation, and at the next, find themselves in one of the sensational bazaars of Tehran. This sort of dynamic experience will generate the interest and loyalty necessary to establish IFAM as an international destination. 3.5 Medical Tourism Researchers from the University of Sydney attribute “the high costs of treatment in rich world countries, long waiting lists (for what is not always seen institutionally as priority surgery), the relative affordability of international air travel and favorable economic exchange rates, and the ageing of the often affluent post- war baby-boom generation,” for the rapid increase in medical tourism worldwide. Iran’s medical professionals are among the finest in the world, fully capable of offering the wide range of services sought after by medical tourists. According to the National Centre for Policy Analysis, a think- tank based in Washington, D.C, “In 2006, the medical tourism industry grossed approximately $60 billion worldwide.[Prestigious management consultants] McKinsey & Company estimate this total will rise to $100 billion by 2012.” If Iran can capture just a fraction of this massive global industry, medical tourism could help fund significant improvements to medical infrastructure and counteract the externalities of cost that suppress quality of care in the status quo. The IFAM model conveniently integrates both the accommodations and clinics that are necessary for medical tourism to thrive. Thus, the IFAM model is an attractive means by which to boost the medical tourism profile of Iran. As one Iranian health minister noted in 2004, “No Middle East country can compete with Iran in terms of medical expertise and costs,” noting that potential patients “can afford the rest on touring the country.” While the medical tourism initiative is of secondary importance when considered in relation to IFAM’s broader goals, its inclusion as a part of the IFAM concept indicates that the model is economically viable and valuable.

  15. Public Transport Cultural Attractions Seasonal Sports Natural Beauty Operations 4.1 Location Tehran is the ideal location for IFAM’s headquarters. Located at the crossroads of Europe, Asia, and Africa, the vibrant city is the majestic capital of Iran. Two airports serve Tehran - the largest being the recently completed Imam Khomeini International Airport offers direct flights to every major European and Asian capital. In addition, the city features the region’s most advanced public transport and subway system. With an extensive hospital network, Tehran is home to thousands of doctors who would form the local base for IFAM’s operations. The city is also home to a multitude of medical universities, whose talented professors and students would become the regular visitors to the conferences held at The Centre. IFAM would fundamentally transform Tehran into a veritable capital of medical innovation. 4.2 Functions The Centre would facilitate a wide range of functions, including: International Trade Shows Conventions Conferences Seminars Training Sessions Symposiums Teaching Operations Continuing Education Product Launches Lecture Series Award Ceremonies

  16. 224/7 Health Club Hotel Lobby 300-Room 5-Star Hotel Spacious Rooms 4.3 Facilities Hospitality One of the most important features of the IFAM model is its integration of hospitality as a key component of the solutions for conventions and conferences. A 300-room, five-star hotel located on site will promise attendees a place of respite after long days engaged in conferences, or spent exploring Tehran. The convention complex also extends the reach of hospitality with an informal, internationally inspired food court that will serve quick fare to those looking to refuel in between meetings. In addition, steps will be taken to attract additional cafés and restaurants that wish to operate on site, extending the range of options available to conference attendees. Health Club Located adjacent and connected to the hotel, the health club is envisioned as a community centre for IFAM members. As a health conscious group, the medical professionals who join the IFAM organization will be provided with access to the health club year round. Fully equipped with best-in-line workout machines, free weights, and cardio trainers, the club will offer patrons a comprehensive range of exercises. Personal trainers will be on hand to assist patrons with fine-tuning their workout regimens. The club will also feature a health food café, where diners can enjoy light, health-conscious fare. In this way, the club will double as a space to foster greater interactions among IFAM members, whether they are Tehran locals, from other Iranian cities, or from abroad. Such a dynamic will complement the community ethic of the medical conferences hosted at The Centre. Dedicated Showrooms Presentation Halls Private Offices Medical Building Exposition Space The Centre would feature 10,000 square meters of Class-A, fully climatised convention space, characterized by versatile configurations, adaptive partitioning, high ceilings, appropriate acoustics and wide spacing of columns. Seamless, behind-the-scenes logistics services, including fully sized loading docks, temporary warehouse space, rentals, and shipping facilities, will be offered to ensure high quality convention experiences. These features will be contract managed by industry experts. Iran currently hosts over 200 medical conventions and conferences each year. With superior hosting capabilities and integrated solutions, The Centre would instantly become the premier venue for hosting such events. Conference Rooms The Centre will also house 10,000 square meters of flexible-use meeting rooms. These rooms will feature all of the modern amenities that drive productivity, including high-speed Internet connectivity, conference call capability, as well as video conferencing and projection hardware. Organizers will be able to request refreshments and other provisions for their guests. Such spaces are ideal for the seminars, keynote sessions, and panel discussions that are at the core of most medical conventions. Supplier Showrooms Spread over three stories, 6,000 square meters of dedicated showrooms would enable suppliers to maintain a permanent brand presence in key markets. Equipment manufacturers and pharmaceutical corporations would establish regional sales offices that could also double as training centres. Showrooms featuring cardiology, surgery, imaging, orthopedics, sterilization, furnishings, information technology, and pharmaceuticals will make The Centre the preeminent market for the healthcare industry in the Middle East. Suppliers can also use the showroom space to host sales and networking events, allowing for product demonstrations and maximized traffic for potential buyers. One-on-one interaction with customer service and sales representatives would establish the personal relationships that drive sales year on end. From the demand-side, such a configuration would enable purchasers to see a full range of products from competing manufacturers in a single convenient and secure location. Purchasers could therefore compare complete medical solutions. The Centre would be a powerful tool for hospital administrators and public health professionals looking to make prudent decisions when acquiring the tools they need to advance the quality of their health care systems.

Large Lecture Halls Operating Theatres Medical Offices Business Centre Suites Lecture Halls Five medium-sized lecture halls, each with a seating capacity of 150 individuals, would host the keynote speakers of conferences and conventions. In addition, the main lecture hall will accommodate groups as large as 600, in an auditorium setting. Such spaces are particularly important for a medically oriented convention complex; as the lecture format is a key means by which medical professionals introduce new findings in their fields. The lecture halls will be designed with proper acoustics, and will be fitted with integrated projection and sound systems to enable a wide range of media presentations. Speakers will also be offered the chance to digitally record their presentations for distribution. Demonstration Operating Theatres Perhaps the most innovative of The Centre’s facilities, the two fully equipped operating theatres will be the first of their kind to be integrated into a convention and conference venue. By providing the facilities necessary for surgeons to perform active surgeries before an audience, The Centre will become a place where doctors will not only learn new practices and techniques, but wit- ness their implementation and perhaps even gain certification in their use. Such operating theatres are integral to the education on offer at medical universities; however, integrating them into the IFAM system will increase the availability of top-tier medical education to the world’s doctors, even if only in specific regard to new surgical techniques and the use of cutting-edge equipment. In this way, doctors from the United States, France, Germany, Switzerland, and Russia can demonstrate new and less-invasive surgical techniques for surgeons from other markets, raising awareness of world-class practices. Business Centre Beyond building-wide Wi-Fi access, The Centre will include a state-of-the-art business centre, where 24-hour Internet access, fax, printing and desk-top publishing services will be rendered, allowing medical professionals to stay connected with their practices while attending events. If added privacy and flexibility is needed, conference attendees can rent furnished office spaces by the week and private meeting rooms by the hour, enabling individuals to conduct business in an environment conducive to efficiency and results.

  19. Medical Offices Medical Library Electronic Library Medical Office Building Electronic Medical Library IFAM members will have access to a comprehensive series of medical journals and databases. As a repository of clinical practice guidelines, and targeted clinical trial studies, such journals are vital to advancing the quality of medical care. The universities and medical bodies of Iran publish numerous well- respected journals each year. By providing members free access to both Iranian and international journals, IFAM seeks to inspire a greater level of inquiry and analysis, ultimately equipping Iranian doctors with the academic precedent to drive forward both personal practice and institutional research. In addition, the membership provisions of IFAM will encourage Iranian medical professionals to pursue publication of their own work in internationally respected journals. While remote access to these journals is always available, the business centre will feature dedicated terminals at which medical professionals can further their research into all areas of medical science. Medical Offices Medical offices will occupy 7,000 square meters of prime office space across four floors of a dedicated business tower. Marketed as a world-class facility, the prestigious address of The Centre will ensure that only the most experienced and well-respected medical practices in Tehran choose to locate at the complex. These practices will also serve as the hosts to internationally renowned specialists, who will spend periods at The Centre offering treatments to discerning clientele. These practices will not only serve the local market, but may also extend their services to medical tourists who are seeking superior care at an accessible cost. The offices will be built to specifications that will allow in-house medical procedures including surgeries. A trusted private ambulance company will service the offices, through a building-specific entrance. Outpatient services would be rendered in conjunction with the adjacent hotel, with nurses offering recovery treatment in the comfort and privacy of a hotel room. Two floors of the hotel will be devoted to such services, one for male patients and the other for female patients, each with its own dedicated elevator and concierge service.

Logistics & Shipping Exhibition Setup Space Planning & Leasing Easy Access for Exhibitors Conclusion The International Medical Exposition Centre is a groundbreaking undertaking, representing long-term commitments between private and public sector institutions and organizations. Only a partnership between mutually dependent partners in government, the medical community, and private sector business can facilitate its delivery.
