  2. EU Twinning project • What is a TW project ? • Concrete exemple of a TW project

  3. Twinning mission For the new MS, the accession countries, the candidates and the potential candidate countries: • To provide institution building support (EU acquis) • To organize targeted medium term administrative co-operation • To meet defined Eu policy objectives

  4. For whom ? From May 1998 to the year 2006: the 10 new member states The two new MS (01/01/2007 Romania and Bulgaria) Candidates and potential candidates countries: Croatia, The former Yugoslav Republic of Macedonia, Turkey, Albania , Bosnia and Herzegovina Montenegro , Serbia and Kosovo issues

  5. From 1998 to 2006 more than 1100 TW projects benefited over 25 countries, underpinned by over 1 billion euros of EU investment.

  6. Key features of twinning • Projects are built around jointly agreed EU policy • Beneficiary country retains ownership of project • Project yield concrete operational results linked to Eu acquis adoption • Projects involve a peer-to-peer of hands-on public sector expertise and experience
