  3. Sacramento Works Transition Liaison Training Why am I at a Training Center? The Liaison plays an integral role in the Sacramento Works Training Center (SWTC) transition plan. Under the general direction of the Sacramento Works Career Center (SWCC) Site Supervisor or SETA manager/designee, the SWTC Liaison provides services, and facilitates the provision of services, to the SWTC.

Workforce Investment Act (WIA) Eligibility • Right-to-Work (RTW) Documentation • Dept. of Homeland Security (DHS), U.S. Citizenship and Immigration Services (USCIS) Form I-9 (Employment Eligibility Verification) lists acceptable RTW documents. • http://www.uscis.gov/portal/site/uscis is the USCIS website where the Form I-9 Handbook, preparation instructions and pictures of acceptable documentation can be viewed. Workforce Investment Act (WIA) Eligibility • Selective Service System Registration • Selective Service registration is required of all males who are at least 18 years of age, born after December 31, 1959, and who are not in the armed services or on active duty. • A Request for Status Information Letter is required when a male born after December 31, 1959 has never registered with the Selective Service and is 26+ years or older. Workforce Investment Act (WIA) Eligibility • Selective Service System Registration • Males who are beyond their 26th birthday and are not registered with Selective Service, must demonstrate that this failure to register was not done knowingly or willfully. • http://www.sss.gov is the Selective Service website where registration requirements, and exceptions to registration, can be reviewed. Workforce Investment Act (WIA) Eligibility • WIA Dislocated Worker Criteria • After complying with Right-to-Work and Selective Service Registration requirements, an individual must meet any one of five criteria to receive dislocated worker services. • The dislocated worker must additionally meet the definition of “prolonged unemployment” to participate in programs funded with OJT NEG funds. • The WIA Dislocated Worker Worksheet is an information and verification assist tool, and is completed as part of the application process. Sacramento Works Transition Liaison Training • As the Liaison, you are to: • Establish and maintain cooperative working relationships. • Facilitate communications and cooperation. • Be knowledgeable of Sacramento Works systems • and services. • Access resources for staff and customers. • Interpret and apply rules, policies, SETA directives • and regulations.

Sacramento Works Transition Liaison Training • Essential Duties: • Participate in new customer orientation. • Attend SWCC and SWTC meetings. • Verify that WIA eligibility documents are scanned into Vault. • Verify Gold Standard Status. • Verify required Selective Service registration. • Ensure all required documents, including SacWorks Registration and Addendum, are accurately completed

Sacramento Works Transition Liaison Training • Essential Duties (cont’d): • Verify intensive services checklist. • Participate in Case Review in person/via telecom. • Verify that customer is enrolled in appropriate SacWorks activity codes. • Collaborate in the completion of the Individual Employment Plan (IEP).

Sacramento Works Transition Liaison Training • Essential Duties (cont’d): • Facilitate the Support Services process, i.e. - • Complete support services request and obligation forms • Distribute support services to customers • Replenish Scrip and Bus Passes for SWTC • Document support services in case notes

Sacramento Works Transition Liaison Training • Essential Duties (cont’d): • Provide technical assistance on SETA/SacWorks directives and policies. • Perform Quality Control duties, which may include - • Random review of SacWorks documentation • Review of financial obligations • Review of certificates of completion • Review of Progress Reports • Review of SacWorksactivity codes

  17. Sacramento Works Transition Liaison Training • At the Training Centers, no customer should be turned away. SWTC staff are to: • Recruit, assess and enroll customers. • Provide leveraged core services and scan into SacWorks system. • Register customer into SacWorks and issue card

Sacramento Works Transition Liaison Training • SWTC Essential Duties • Leveraged core services (cont’d): • Provide customer with registration packet • Code of Conduct • Authorization for Release of Confidential Information • Grievance Procedure • EDD brochure • SacWorks Addendum • Nondiscriminatory Practices and Equal Opportunity Procedures

Sacramento Works Transition Liaison Training • SWTC Essential Duties • Leveraged core services (cont’d): • Provide access to copier and fax machines (set time limits). • Provide access to computers for job search (2 to 3). • Scan activities into SacWorks. • Refer computer-literate customers to Career Centers after registration.

Sacramento Works Transition Liaison Training • SWTC Essential Duties (cont’d): • Ensure all required documents, including the SacWorks Registration and Addendum form, are accurately completed prior to enrollment. • Have customer complete Financial Needs Assessment. • Complete Intensive Services checklist. • Participate in Case Review in person/via telecom.

Sacramento Works Transition Liaison Training • SWTC Essential Duties (cont’d): • After approval, inform the customer of training and start date. • Create participation/enrollment in SacWorks. • Verify that the case has been assigned to the appropriate staff in SacWorks system upon completion of enrollment. • Set alerts in SacWorks to avoid soft exits.

  22. Sacramento Works Transition Liaison Training • SWTC Essential Duties (cont’d): • Complete the IEP template. • Provide case management for enrolled SWTC customers. • Assist customers with barriers to continuing training. • Provide on-going coaching and job retention services.

  23. Sacramento Works Transition Liaison Training • SWTC Essential Duties (cont’d): • Document the customer’s status in the SacWorks case notes, on a monthly basis. • Follow-up with customers for employment status up to four quarters after exit with brief case notes entry every ninety (90) days.
